Upper Colorado and San Juan River Basins Recovery Act This bill extends through FY2024 the authority of the Department of the Interior to implement capital projects (i.e., construction of facilities) for the endangered fish recovery programs for the Upper Colorado and San Juan river basins. The bill raises the ceiling on costs for the Recovery Implementation Program for Endangered Fish Species in the Upper Colorado River Basin and lowers the ceiling on costs for the San Juan River Recovery Implementation Program. The bill also extends through FY2022 the deadline for the submission of the report on the recovery implementation programs.

Break the Cycle of Violence Act This bill establishes federal grant programs and related entities to support violence intervention initiatives. Specifically, the bill directs the Department of Health and Human Services (HHS) to award grants for coordinated community violence intervention initiatives in communities disproportionately impacted by homicides and community violence. HHS must also establish several related entities, including an Office of Community Violence Intervention to administer programs and activities related to violence intervention; the Community Violence Intervention Advisory Committee to advise and assist the office and HHS; and the National Community Violence Response Center to provide training and technical assistance, coordinate research, and develop data collection policies. Additionally, the bill directs the Department of Labor to award grants for job training and workforce programs in communities disproportionately affected by gun violence to connect youth ages 16 to 24 to in-demand occupations.

Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

Peace Corps Reauthorization Act of 2022 This bill reauthorizes through FY2024 and modifies operations of the Peace Corps. Changes include increasing the readjustment allowance paid to volunteers when their service terminates and providing statutory authority for an executive order that grants returned volunteers noncompetitive eligibility for federal civil-service positions. Additionally, the bill entitles returned volunteers to sixty days of health care benefits. The Peace Corps must also provide volunteers with information about enrolling in U.S. health plans before service termination and mental health care during and after service. The bill also includes provisions to address involuntary termination of Peace Corps service in emergencies, including by expediting re-enrollment of involuntarily terminated volunteers. The Peace Corps must also adequately insure volunteers' safety and must coordinate with the Department of State to periodically update agreements concerning the security of Peace Corps volunteers and staff abroad. The bill also authorizes Peace Corps to recruit domestically based volunteers to serve in the United States at the request of another agency or to provide services in a host country virtually, modifies the Peace Corps National Advisory Council's membership and functions, expands whistleblower protections for volunteers, increases the rate of pay that applies to a volunteer's workers compensation claim, requires Peace Corps to implement a zero tolerance drug use policy regarding volunteer involvement with illegal drugs, and emphasizes the use of the internet in Peace Corps programs. Furthermore, the bill requires reporting, including on the provision of mental health services to volunteers.

Improving Seniors' Timely Access to Care Act of 2022 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Wildfire Recovery Act This bill makes changes with respect to the federal cost share for Fire Management Assistance Grants and provides that the federal share shall be not less than 75% of the eligible cost. Specifically, the bill directs the Federal Emergency Management Agency (FEMA) to conduct and complete a rulemaking to provide criteria for the circumstances under which FEMA may recommend that the President increase the federal cost share. Such criteria shall include a threshold metric that assesses the financial impact to a state or local government from responding to a fire for which fire management assistance is being provided.

Getting Renewable and Energy Efficient Neighborhoods Appraisals Act of 2022 or the GREEN Appraisals Act of 2022 This bill requires lenders that originate federally backed residential mortgages to notify borrowers of their right to request an energy report concerning the property. The bill also requires, upon consent of the borrower, the lender to provide to an appraiser any available energy report concerning the property. The appraiser must take this report into consideration when appraising the value of the property.

Public Safety Officer Support Act of 2022 This act extends death and disability benefits under the Public Safety Officers' Benefits (PSOB) program to certain public safety officers and survivors of public safety officers who suffer or suffered from post-traumatic stress disorder, acute stress disorder, or trauma and stress-related disorders following an exposure to one or more traumatic events while on duty. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who die or become disabled as a direct and proximate result of a personal injury in the line of duty. The act specifies that post-traumatic stress disorder, acute stress disorder, or trauma and stress-related disorders suffered by a public safety officer following an exposure to a traumatic event while on duty constitutes a personal injury in the line of duty if exposure to the traumatic event was a substantial factor in the disorder. Further, for the purposes of death and disability benefits, the act creates a presumption that an officer's death or permanent disability was directly caused by a personal injury in the line of duty if the officer took an action intended to bring about his or her death and exposure to a traumatic event was a substantial factor in that action or that action occurred within 45 days of an exposure and was consistent with a psychiatric disorder. Finally, the act requires the Government Accountability Office to report on the details of benefits issued pursuant to this act, including recommendations to improve the PSOB program.

Save Our Sequoias Act This bill provides for the conservation of giant sequoia trees ( Sequoiadendron giganteum ) in California, including by providing statutory authority for the Giant Sequoia Lands Coalition; directing the coalition to submit a Giant Sequoia Health and Resiliency Assessment; declaring an emergency on certain public lands and allowing officials to carry out protection plans during the emergency to respond to the threat of wildfires, insects, and drought; directing the Department of the Interior to develop and implement a Giant Sequoia Reforestation and Rehabilitation Strategy; and establishing a variety of programs and funds to support the conservation of giant sequoias.
