Understanding the True Cost of College Act of 2023

Maddy summaryHR 1198, the Understanding the True Cost of College Act of 2023, requires colleges and universities receiving federal financial aid to provide standardized financial aid offer forms to all students applying for aid. These forms must clearly break down total college costs (including tuition, housing, food, books, and transportation) and show the net price after subtracting non-repayable grants and scholarships. The bill mandates that loan information be clearly labeled as repayable, with details about interest rates, repayment options, and the distinction between subsidized and unsubsidized loans. This standardization aims to make financial aid offers more transparent and easier for students and families to understand when making college affordability decisions.

REDI Act

Maddy summaryHR 1202, the REDI Act, amends the Higher Education Act to allow medical and dental residents to temporarily pause federal student loan payments without accruing interest during their internship or residency programs. This directly affects borrowers with federal student loans who are enrolled in qualifying medical or dental training programs. The key provision adds a new rule (paragraph 6) ensuring these borrowers qualify for a deferment period where they don't pay principal and interest accrues at 0%. The change modifies existing loan rules to explicitly include medical/dental residents under the "in-school" deferment category. This policy change provides immediate financial relief during a critical training phase for healthcare professionals.

Promoting Public Health Information Act

Maddy summaryThe Promoting Public Health Information Act (HR 1004) requires the U.S. Department of Health and Human Services to establish a new advisory committee focused on improving communication of evidence-based public health information during emergencies, particularly addressing misinformation. The committee will recommend strategies to effectively share accurate health information, counter misinformation, and reach underserved communities, with a report to Congress within 180 days. The bill authorizes $45 million annually (2023-2027) for educational initiatives that teach the public to identify credible health information and misinformation through culturally appropriate, evidence-based programs. These initiatives must target populations especially vulnerable to health misinformation and be developed with input from the advisory committee and health experts. The advisory committee will terminate four years after the bill's enactment.

Arctic Refuge Protection Act

Maddy summaryHR 724, the Arctic Refuge Protection Act, repeals the existing oil and gas program for the Arctic National Wildlife Refuge in Alaska and designates approximately 1.56 million acres of the refuge's coastal plain as federal wilderness. This bill directly affects the Arctic Refuge by permanently prohibiting oil and gas leasing and development in that specific area. The key mechanism is adding the designated land to the National Wilderness Preservation System under the Wilderness Act, requiring it to be managed for its natural conditions. This change legally protects the area from future fossil fuel extraction activities.

Boundary Waters Wilderness Protection and Pollution Prevention Act This bill withdraws approximately 234,328 acres of federal land and waters in a specified area in the Rainy River Watershed of Superior National Forest in Minnesota from entry, appropriation, and disposal under the public land laws; location, entry, and patent under the mining laws; and operation of the mineral leasing, mineral materials, and geothermal leasing laws. The area is adjacent to the Boundary Waters Canoe Area Wilderness and the Boundary Waters Canoe Area Wilderness Mining Protection Area. Land or interest in land within such area that is acquired by the United States shall be immediately withdrawn in accordance with this bill. Shirley Chisholm Congressional Gold Medal Act

Maddy summaryHR 1088, the Shirley Chisholm Congressional Gold Medal Act, authorizes a posthumous Congressional Gold Medal to honor Congresswoman Shirley Chisholm, the first African-American woman elected to Congress (1968) and the first Black candidate for a major party's presidential nomination (1972). The bill directs the Treasury Secretary to design and strike a gold medal featuring Chisholm's image, which will be presented by Congress and then permanently displayed at the Smithsonian Institution. Duplicate bronze medals may be sold to the public to cover production costs, with proceeds deposited into the U.S. Mint fund. Heating and Cooling Relief Act

Maddy summaryThe Heating and Cooling Relief Act significantly expands the Low-Income Home Energy Assistance Program (LIHEAP) to help low-income households with rising energy costs. It increases annual funding to $400 billion for fiscal years 2024-2033 (up from $2 billion), adds $1 billion yearly for cooling assistance during heat events, and expands eligibility to include households with a 3% energy burden. The bill requires states to provide protections against home energy shutoffs and late fees for program participants, and to prioritize energy-efficient, renewable energy solutions. It also creates new "just transition" grants to help communities move away from fossil fuels while reducing energy burdens for vulnerable households.

HELP Copays Act

Maddy summaryThe HELP Copays Act (HR 830) changes how health insurance plans calculate patient cost-sharing. It requires that payments made by third parties (like pharmacies, charities, or discount programs) toward medical costs count toward a patient's deductible, copay, or out-of-pocket limit. This directly affects insured individuals who receive financial assistance, discounts, or product vouchers for healthcare expenses. The law ensures these external payments reduce the patient's actual out-of-pocket costs more quickly, aligning with existing Affordable Care Act and Public Health Service Act requirements.

Health Care Fairness for Military Families Act of 2023

Maddy summaryThis bill expands health care coverage under TRICARE for military dependents. It eliminates a separate premium for young adults aged 21-26 enrolled in the TRICARE Young Adult Program, meaning they will no longer pay an extra fee for coverage. The bill also removes an eligibility restriction that previously limited coverage for some dependents in this age group. These changes directly affect military service members' adult children and spouses who rely on TRICARE Young Adult coverage. The policy update simplifies enrollment and reduces out-of-pocket costs for these beneficiaries.

Maddy summaryThis bill authorizes a single Congressional Gold Medal to honor all U.S. Army Dustoff crews who served during the Vietnam War (1962-1973). It recognizes their critical role in evacuating nearly 900,000 wounded personnel, including U.S., South Vietnamese, and allied forces, under extreme combat conditions. Duplicate bronze medals may be sold to cover costs, but the primary action is the commemorative recognition of these crews' service.
