Preserving Home and Office Numbers in Emergencies Act of 2021 or the PHONE Act of 2021 This bill restricts the reassignment of a telephone number assigned to a subscriber for the provision of fixed wireline voice service. Specifically, for up to one year after a major disaster has been declared, a number may not be reassigned except at the request of the subscriber. At the request of a subscriber, this prohibition must be extended for an additional year. Further, a subscriber may cancel service without a cancellation fee and resubscribe with the same number and no fee if the subscriber is located in a disaster area and the residence where the number is located is inaccessible or uninhabitable.

Data to Save Moms Act This bill expands data collection and research on maternal morbidity and mortality among minority populations. Specifically, the bill adds requirements to a program within the Centers for Disease Control and Prevention (CDC) that supports maternal mortality review committees. To the extent practicable, the committees must use the most up-to-date indicators of severe maternal morbidity; review deaths caused by suicide, overdose, or other behavioral health conditions attributed to or aggravated by pregnancy or childbirth; and consult with representatives of communities about nonclinical factors that may contribute to adverse maternal outcomes. The CDC may also award grants to committees to increase their engagement with local communities, such as by bringing on community representatives as committee members. Additionally, the Centers for Medicare & Medicaid Services and the Agency for Healthcare Research and Quality must consult with diverse stakeholders to review maternal health data collection processes and quality measures and make recommendations to improve them. The Indian Health Service and the Department of Health and Human Services must also arrange for studies on adverse maternal health outcomes among tribal and minority populations, respectively.

The bill establishes the National Infrastructure Development Bank Board, which must oversee the infrastructure projects. The board may make loans and loan guarantees to assist in financing infrastructure projects. Further, the board must establish an executive committee, a risk management committee, an audit committee, and a compliance office. To be eligible for financial assistance from the bank, an infrastructure project (1) must have a public benefit, as determined by the board; and (2) may not have a sole use or purpose that is private. An infrastructure project must use iron, steel, and manufactured products that are made in the United States. The bill also establishes accounting and reporting requirements. In particular, the Government Accountability Office must, within five years of this bill's enactment, submit a report to Congress evaluating the bank's activities.

Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.
National Prescribed Fire Act of 2021 This bill directs the Department of Agriculture (USDA) and the Department of the Interior to significantly increase the number and size of prescribed fires conducted on federal lands. Before the end of FY2023, Interior and USDA shall each have carried out a minimum of one prescribed fire on each unit of the National Forest System, unit of the National Wildlife Refuge System, unit of the National Park System, and Bureau of Land Management district (1) that includes an area that has a historical low-severity fire regime, has a historical fire-return interval of not more than 35 years, and is larger than 100 acres; and (2) less than half of which was burned by a wildland fire during the previous 10-year period. Interior shall establish a collaborative prescribed fire program to provide financial assistance to eligible entities to conduct prescribed fires in priority landscapes. Interior shall establish an incentive program to encourage the implementation of large, cross-boundary prescribed fires. Interior and USDA shall hire additional employees and provide training to increase the number of skilled and qualified prescribed fire practitioners in the departments and other organizations. USDA and the Department of the Interior shall establish one or more centers in western states to train individuals in methods relevant to the mitigation of wildfire risk. USDA shall establish a competitive grant program to support workforce development in forestry and fire management.
