Striking Workers Healthcare Protection Act This bill prohibits an employer from terminating or significantly altering the employer-provided health insurance coverage of an employee engaged in a lawful strike. An employer that violates this prohibition is subject to a maximum civil penalty of $50,000 for each violation.

This resolution recognizes the cultural and historical significance of the Lunar New Year. The resolution expresses, in observance of this Lunar New Year, the Year of the Tiger, the deepest respect of the House of Representatives for Asian Americans and all individuals throughout the world who celebrate this significant occasion. The resolution wishes Asian Americans and all individuals who observe this holiday a happy and prosperous new year.
Port Cranes for America Act This bill requires the U.S. Maritime Administration to provide grants to eligible applicants for the procurement of container cranes with a lifting capacity in excess of 50 tons for use at ports located in the United States. The funds may be used to procure such a crane, including to pay for any manufacturing costs associated with the procurement, provided that the entity manufacturing the crane is not associated with a country that is a nonmarket economy, fails to protect intellectual property rights, and violates foreign trade agreements. For cranes in use before this bill's enactment, funds may also be used to replace any software from such a country.
Port Crane Security and Inspection Act of 2022 This bill limits the operation at U.S. ports of foreign cranes. Foreign cranes are those (1) manufactured by companies that are subject to the control or influence of a country designated as a foreign adversary, and (2) using software or other technology that connects to ports' cyber infrastructure. Foreign cranes that are contracted for on or after the date of the bill's enactment may not operate at a U.S. port. The bill also prohibits, effective five years after the date of the bill's enactment, foreign cranes at U.S. ports if the cranes use software or other technology manufactured by a company affiliated with a foreign adversary and connect to a port's cyber infrastructure. Additionally, the Cybersecurity and Infrastructure Security Agency (CISA) must (1) inspect foreign cranes before they are placed into operation for potential security vulnerabilities, and (2) assess the threat posed by security vulnerabilities on existing or newly constructed foreign cranes. CISA must also report to Congress about critical and high-risk security vulnerabilities posed by foreign cranes at U.S. ports.
National Climate Adaptation and Resilience Strategy Act This bill requires the President to identify or appoint a Chief Resilience Officer that must (1) direct a government-wide effort to build resilience to climate change vulnerabilities in the United States in collaboration with existing federal initiatives and interagency adaptation efforts, and (2) create working groups. The officer and the working groups must jointly submit to the President and Congress a strategy for the government to address such vulnerabilities in partnership with nonfederal partners, a plan to implement the strategy, and updates by specified deadlines.
This bill directs the Air Force to convey specified land to the Three Rivers Levee Improvement Authority for the flood damage reduction project in Yuba River Basin in California. No later than 60 days after the authority submits a request for the conveyance, the Air Force must convey, by quitclaim deed and without consideration, to the authority all right, title, and interest of the United States in the parcel of real property consisting of approximately 0.218 acres at Beale Air Force Base in California and identified as Impacted Area .
Albatross and Petrel Conservation Act This bill authorizes the United States Fish and Wildlife Service (USFWS) and the National Marine Fisheries Service (NMFS) to issue regulations to implement and enforce the Agreement on the Conservation of Albatrosses and Petrels, done at Cape Town, South Africa, on February 2, 2001. Specifically, the USFWS and the NMFS may take action to protect albatrosses and petrels and their habitats. The bill prohibits the taking of an albatross or petrel without a permit, authorization, or exemption. The FWS, in consultation with the NMFS, may authorize the taking of an albatross or petrel under exceptional circumstances or incidental to otherwise lawful activities. The bill gives the USFWS, the NMFS, and the Coast Guard authority to enforce this bill. Finally, the bill authorizes cooperation with other countries to achieve and maintain a favorable conservation status of albatrosses and petrels.
Accelerating the Growth of Rural Innovation and Tourism Opportunities to Uphold Rural Industries and Sustainable Marketplaces Act or the AGRITOURISM Act This bill establishes an office within the Department of Agriculture to promote agritourism activities and businesses.
Federal Adjustment of Income Rates Act or the FAIR Act This bill modifies pay rates for federal employees in 2023. Specifically, the bill increases rates under the statutory pay systems and for prevailing rate employees by 4.1% and increases locality pay by 1%.
PrEP Access and Coverage Act This bill requires private health insurance plans to cover prescription drugs that prevent HIV, including related screenings, diagnostic procedures, administrative fees, and clinical follow-ups, without any cost-sharing obligation for the plan holder. Further, insurance plans must not impose any preauthorization requirement for this coverage. These coverage requirements also apply to public health insurance programs, including Medicare, Medicaid, and the Children's Health Insurance Program. Additionally, the bill prohibits denying, limiting, or qualifying coverage or increasing premiums for disability insurance, long-term care insurance, or life insurance policies based on an individual taking medication for HIV prevention. The bill further requires the Department of Health and Human Services to award grants to states, or directly to eligible local organizations, to provide uninsured individuals and underinsured individuals access to prescription drugs and related services that prevent HIV. The Centers for Disease Control and Prevention also must develop a public awareness campaign that focuses efforts in communities with a high need for HIV prevention treatment.
