Growth and Opportunities Act of 2021

Growth and Opportunities Act of 2021 This bill permits qualified opportunity zones to be designated every 10 years. A qualified opportunity zone is an economically distressed or low-income area in which tax incentives are available to promote investment. Under current law, the existing zone designations expire after 10 years, and no additional designations are allowed.

NEED Water Act

Necessary to Ensure Expeditious Delivery of Water Act or the NEED Water Act This bill addresses drought in California. The bill requires the Department of Commerce and the Department of the Interior to direct the operations of the Central Valley Project and allow operations of the State Water Project ( both in California) to provide the maximum quantity of water supplies possible to (1) the Central Valley Project agricultural, municipal and industrial, and refuge service and repayment contractors; and (2) State Water Project contractors. The bill extends the authority for the funding of federally owned storage projects and state-led storage projects that Interior determines to be feasible before January 1, 2031. The bill extends various water projects in California until December 31, 2031. The bill extends federal agency cooperation with state and local agencies to resolve water resource issues concerning the conservation of endangered species in any consultation or reconsultation on the coordinated operation of the Central Valley Project and the State Valley Project until December 31, 2036.

ENTRÉE Act

Entrepreneurs Need Timely Replenishment (for) Eating Establishments Act or the ENTRÉE Act This bill provides FY2021 supplemental appropriations for the Restaurant Revitalization Fund and modifies requirements related to administration of the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill correspondingly rescinds unobligated amounts previously made available for the Economic Injury Disaster Loan Program and coronavirus state and local fiscal recovery funds. Further, the bill requires the Small Business Administration (SBA) to (1) review and process grant applications in the order in which they are received; (2) impose requirements on applicants that reduce waste, fraud, and abuse; and (3) submit and report monthly on an oversight and audit plan outlining the SBA's policies, procedures, and activities with respect to these grants.

Divided Families Reunification Act

Divided Families Reunification Act This bill directs the Department of State to periodically report to Congress on its consultations with South Korea on potential opportunities to reunite Korean Americans with family in North Korea. The State Department's Special Envoy on North Korean Human Rights Issues shall periodically report to Congress on its consultations with representatives of Korean Americans with family in North Korea on reunification efforts.

Expressing the sense of the House of Representatives that the Department of Homeland Security and all its law enforcement agencies conduct critical operations to keep the United States safe and secure.

Child Care Flexibility for Working Families Act

Child Care Flexibility for Working Families Act This bill modifies the tax credit for employer-provided child care to (1) allow the credit for the reimbursement of costs necessary for an employee's employment, and (2) allow an increased credit for certain small businesses (i.e., businesses with gross receipts not exceeding $25 million and with not more than 50 employees in a taxable year). The bill also requires the Government Accountability Office to complete a study that examines certain aspects of the tax credit.

Supporting Working Mothers Act

Supporting Working Mothers Act This bill extends protections for a working mother who expresses breast milk for the employee's nursing child to cover salaried employees and other types of workers not covered under existing law. Further, time spent to express breast milk must be considered hours worked if the nursing mother is also working. The Government Accountability Office must report on the implementation and expansion of the workplace accommodations under this bill.

Pandemic Unemployment Assistance Fraud Protection Act

Pandemic Unemployment Assistance Fraud Protection Act This bill creates several requirements for states to address fraudulent claims for Pandemic Unemployment Assistance (PUA), temporarily increases penalties for fraud related to PUA, and requires each state to establish a hotline for victims of unemployment fraud. Specifically, the bill requires states to cross reference PUA claims with federal and state prison records and E-Verify to ensure that claimants are eligible for PUA, submit to the Department of Labor plans to recover fraudulently obtained PUA, develop an anti-fraud task force to investigate and recover fraudulently obtained PUA, make restitution to Labor for the amount of any overpayment of PUA made by the state, and establish a hotline designed to encourage individuals who are victims of unemployment fraud and have received an incorrect statement of unemployment compensation to report that fraud. The bill also temporarily enhances the maximum penalty for fraud related to PUA through December 31, 2021, so that the offense is classified as fraud in relation to a presidentially declared major disaster or emergency and punishable by up to 30 years imprisonment, a fine of up to $1,000,000, or both.
