Value in Health Care Act of 2021

Value in Health Care Act of 2021 This bill makes a series of changes to certain methodologies and components used in the Medicare Shared Savings Program. The program enables accountable care organizations (ACOs) to receive payments for savings stemming from care coordination and management. Among other changes, the bill requires the Centers for Medicare & Medicaid Services to increase the shared savings rate for participating ACOs, as specified, and to establish a program that assists ACOs with start-up and operational costs of participation. The bill also extends certain incentive payments for health professionals who participate in eligible alternative payment models. The Government Accountability Office must report on health outcomes and racial disparities among beneficiaries who receive care from providers under alternative payment models compared to beneficiaries who receive care from providers under the traditional fee-for-service system.

Consumer Protection and Recovery Act

Consumer Protection and Recovery Act This bill authorizes the Federal Trade Commission (FTC) to seek monetary relief in federal court from businesses that engage in unlawful commercial practices such as false advertising, consumer fraud, and anticompetitive conduct. Specifically, the FTC may seek restitution in these cases for losses, rescission or reformation of contracts, refund of money, return of property, or disgorgement of unjust enrichment. On April 22, 2021, the Supreme Court held in AMG Capital Management, LLC v. Federal Trade Commission that the Federal Trade Commission Act does not authorize the FTC to seek, or a court to award, such relief.

Strengthening Local Transportation Security Capabilities Act of 2021

Strengthening Local Transportation Security Capabilities Act of 2021 This bill addresses threat information sharing and law enforcement training regarding the enhancement of security for surface transportation assets. A surface transportation asset includes facilities, equipment, or systems used to provide transportation services by a public transportation carrier, railroad carrier, or an entity offering scheduled, fixed-route transportation services by bus. Specifically, the bill directs the Department of Homeland Security (DHS) to prioritize the assignment of officers and intelligence analysts from the Transportation Security Administration and the Office of Intelligence and Analysis to locations with fusion centers in jurisdictions with high-risk surface transportation assets to enhance the security of such assets, including by improving timely sharing of classified information regarding terrorism and other threats. The bill also authorizes DHS to develop a training program to enhance the protection, preparedness, and response capabilities of law enforcement agencies with respect to terrorism and other threats at a surface transportation asset.

Comprehensive Paid Leave for Federal Employees Act

Comprehensive Paid Leave for Federal Employees Act This bill provides paid family and medical leave to federal employees. Currently, federal employees are entitled to 12 weeks of administrative leave for one or more of the following reasons: (1) the birth of a child, (2) the adoption or foster care of a child, (3) the care of an immediate family member with a serious health condition, (4) inability to work due to a serious health condition, and (5) exigencies relating to an immediate family member's active duty service in the Armed Forces. However, of these reasons, employees are entitled to paid administrative leave only in connection with the birth, adoption, or foster care of a child (i.e., parental leave). The bill provides 12 weeks of paid administrative leave for any of these reasons, and specifies that this leave is in addition to any annual or sick leave to which employees are entitled.

Medicaid Dental Benefit Act

Medicaid Dental Benefit Act This bill requires state Medicaid programs to cover dental and oral health services for adults. It also increases the Federal Medical Assistance Percentage (i.e., federal matching rate) for such services. The Centers for Medicare & Medicaid Services must develop oral health quality and equity measures and conduct outreach relating to such coverage. Additionally, the Medicaid and Children's Health Insurance Program (CHIP) Payment and Access Commission must report on specified information relating to adult oral health care.
