More Homes on the Market Act

Maddy summaryHR 1321, the "More Homes on the Market Act," increases the tax exclusion for gains from selling a primary residence. It doubles the exclusion amount from $250,000 to $500,000 for single filers and from $500,000 to $1,000,000 for married couples filing jointly. The bill also adds automatic annual inflation adjustments to these amounts starting in 2023, ensuring the exclusion keeps pace with rising costs. This change directly affects homeowners who sell their primary residence and meet the ownership and use requirements under current tax law. The policy modifies the Internal Revenue Code to make selling a home less financially burdensome for qualifying homeowners.

Transparency in CFPB Cost-Benefit Analysis Act

Maddy summaryHR 1313, the Transparency in CFPB Cost-Benefit Analysis Act, requires the Consumer Financial Protection Bureau (CFPB) to include detailed cost-benefit analyses in all proposed financial regulations. It also requires consultation with the Small Business Administration if a rule increases costs for small businesses and a distribution analysis of burdens. This bill directly affects the CFPB's rulemaking process by increasing transparency in how financial regulations are developed.

SECURE Notarization Act of 2023

Maddy summaryThe SECURE Notarization Act of 2023 establishes federal standards for electronic and remote notarizations in interstate commerce, allowing notaries to verify identities and perform notarizations remotely using video communication. Key requirements include creating audio-visual recordings of remote notarizations, verifying identities through two distinct methods (or a credible witness), and retaining recordings for at least 5 years. The bill ensures federal courts and all states must recognize valid notarizations performed under these standards, regardless of whether the notarization was done electronically, remotely, or with a physical signature. It does not require notaries to use electronic methods and preserves state authority to enforce stricter rules, as long as they meet the minimum federal baseline.

Understanding the True Cost of College Act of 2023

Maddy summaryHR 1198, the Understanding the True Cost of College Act of 2023, requires colleges and universities receiving federal financial aid to provide standardized financial aid offer forms to all students applying for aid. These forms must clearly break down total college costs (including tuition, housing, food, books, and transportation) and show the net price after subtracting non-repayable grants and scholarships. The bill mandates that loan information be clearly labeled as repayable, with details about interest rates, repayment options, and the distinction between subsidized and unsubsidized loans. This standardization aims to make financial aid offers more transparent and easier for students and families to understand when making college affordability decisions.

Financial Freedom Act of 2023

Maddy summaryHR 1177, the Financial Freedom Act of 2023, amends pension plan rules to expand participant control over individual retirement accounts. It allows plan fiduciaries to offer a broad range of investment choices without being required to select specific options, as long as participants can choose how to allocate their funds. The bill specifically protects "self-directed brokerage windows" by preventing regulators from restricting the investments available through them and clarifies that using such options doesn't violate standard fiduciary duties like diversification or prudence. This directly affects workers in defined contribution pension plans with individual accounts who want more direct control over their investment choices.

HELP Copays Act

Maddy summaryThe HELP Copays Act (HR 830) changes how health insurance plans calculate patient cost-sharing. It requires that payments made by third parties (like pharmacies, charities, or discount programs) toward medical costs count toward a patient's deductible, copay, or out-of-pocket limit. This directly affects insured individuals who receive financial assistance, discounts, or product vouchers for healthcare expenses. The law ensures these external payments reduce the patient's actual out-of-pocket costs more quickly, aligning with existing Affordable Care Act and Public Health Service Act requirements.
