Maddy summaryThis bill standardizes voluntary date labels on most packaged foods by requiring uniform phrases: "BEST If Used By" for quality dates (indicating quality may decline) and "USE By" for discard dates (indicating when food should be discarded). It applies to manufacturers of non-infant formula foods who choose to include dates, with no requirement to use them. The law mandates clear, conspicuous placement of these phrases and prohibits states from creating conflicting labeling rules. It excludes infant formula and takes effect two years after enactment, with federal agencies required to educate consumers about the new labels.

Maddy summaryThe SHOPP Act (HR 3127) expands the types of healthy foods SNAP participants can buy with their benefits. It allows fresh frozen fruits and vegetables to count toward nutrition incentives year-round and adds legumes (like beans and lentils) to the list of eligible items. This directly affects SNAP recipients by increasing access to affordable, nutritious options beyond just fresh produce. The changes take effect March 6, 2024, modifying the 2008 Food, Conservation, and Energy Act.
Eliminating Needless Administrative Barriers Lessening Efficiency for Conservation Act of 2023 or the ENABLE Conservation Act of 2023 This bill amends the continuous enrollment procedure for the Conservation Reserve Program (CRP) of the Farm Service Agency. CRP is a land conservation program that provides an annual rental payment to farmers in exchange for removing environmentally sensitive land from agricultural production and planting species that will improve environmental health and quality. Specifically, the bill permanently allows producers to use the continuous enrollment procedure for land that will be enrolled under the State Acres for Wildlife Enhancement (SAFE) initiative. (The SAFE initiative restores habitats to meet high-priority state wildlife conservation goals.) The bill also allows the Department of Agriculture to grant a waiver to exclude acreage enrolled under the continuous enrollment procedure from a cap that limits the amount of cropland in a county that is permitted to be enrolled in CRP. The government of the county involved must concur with the waiver for it to be granted.

The credit is limited to $2,000 over any three consecutive tax years per blind individual and expires after 2028.
