To provide for the imposition of sanctions on members of parliament of the Russian Federation who voted on February 15, 2022, in favor of the appeal to President Vladimir Putin to recognize the regions of Donetsk and Luhansk in southeastern Ukraine as one or more independent states.

This bill authorizes the President to impose asset- and visa-blocking sanctions on any member of Russia's parliament who voted on February 15, 2022, to appeal to Russian President Vladimir Putin to recognize the Donetsk and Luhansk regions of Ukraine as one or more independent states.

Defending Ukraine Sovereignty Act of 2022

Defending Ukraine Sovereignty Act of 2022 This bill authorizes security assistance for Ukraine, requires sanctions against Russia if it escalates hostilities in or against Ukraine, and addresses related issues. The bill (1) authorizes the Department of Defense to use various authorities to provide and expedite the delivery of defense articles to support Ukraine's armed forces, (2) allows the President to exercise drawdown authority to provide defense articles to Ukraine, and (3) authorizes the Department of State to provide International Military Education and Training assistance to Ukraine. The President must periodically determine whether Russia's government is significantly escalating hostilities in or against Ukraine and whether such an escalation has the aim or effect of undermining Ukraine's government or interfering with Ukraine's sovereignty or territorial integrity. If the President determines that Russia's government has engaged in such escalation, the President must impose sanctions on (1) certain government officials, including Russia's president and prime minister; (2) certain Russian financial institutions; (3) entities involved in certain transactions involving Russian debt; (4) entities (and corporate officers of such entities) involved in constructing or operating Russia's Nord Stream 2 natural gas pipeline; and (5) certain entities involved in Russian resource extraction industries. The President may terminate such sanctions after certifying to Congress that Russia's government has taken certain actions, such as entering into an agreed settlement with Ukraine's legitimate democratic government. The bill also authorizes Radio Free Europe/Radio Liberty to explore opening new bureaus to reach new audiences on Russia's periphery. The State Department must establish an initiative to deepen and foster ties with the Baltic states.

COPS on the Beat Grant Program Reauthorization and Parity Act of 2022

COPS on the Beat Grant Program Reauthorization and Parity Act of 2022 This bill reauthorizes through FY2031 and makes changes to the Community Oriented Policing Services grant program. Among the changes, the bill reduces the required matching contribution for certain rural communities during the first three years of a grant and eliminates the preference for agencies that exceed the matching requirements; allows grant funds to be used to increase wages of career law enforcement officers in states or localities that have a median household income of less than 70% of the national median household income and qualify for a reduced matching contribution; and provides statutory authority for the Office of Community Oriented Policing Services within the Department of Justice. Additionally, the bill requires the Government Accountability Office to report on whether law enforcement workforces are representative of the communities they serve, the percentage of law enforcement employees who live in the community they serve, the average pay of officers compared to the cost of living in the community they serve, and recommendations for improvements.

Protect Black Women and Girls Act of 2021

Protect Black Women and Girls Act of 2021 This bill establishes an Interagency Task Force to examine the conditions and experiences of Black women and girls to identify and assess the efficacy of policies and programs of federal, state, and local governments designed to improve outcomes for such individuals and to make recommendations to improve such policies and programs. The task force shall (1) cover issues involving Black women and girls in education, economic development, health care, justice and civil rights, and housing; and (2) submit recommendations at specified intervals to Congress, the President, and each state or local government on policies, practices, programs, and incentives that may be adopted to improve outcomes. The U.S. Commission on Civil Rights shall conduct a comprehensive study and collect data with respect to the effects on Black women and girls of a wide range of specified economic, health, criminal justice, and social services factors.

SERVICE Act of 2021

Supporting Every at-Risk Veteran In Critical Emergencies Act of 2021 or the SERVICE Act of 2021 This bill authorizes the Office of Community Oriented Policing Services within the Department of Justice to make grants to support the creation and operation of veterans' response teams in state, local, and tribal law enforcement agencies.

Count the Crimes to Cut Act of 2021 This bill establishes public databases of federal criminal offenses. Specifically, the bill requires the Department of Justice to report on and create a public database of all criminal statutory offenses. Additionally, the bill requires federal agencies to report on and create public databases of criminal regulatory offenses that they enforce.

Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2021

Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2021 This bill reauthorizes through FY2026 and revises programs and activities to support survivors of human trafficking and prevent such trafficking domestically and abroad. The bill expands and authorizes programs for survivors, including a program to prevent re-exploitation. It also extends through FY2026 a special assessment on certain persons convicted of a human trafficking offense, which funds programs for human-trafficking survivors. Additionally, the bill provides privacy and other protections for survivors, including specified financial protections and protections against retaliation for survivors who pursue civil claims against a perpetrator. The bill also allows courts to reduce sentences for certain individuals who commit human trafficking crimes as minors. To prevent trafficking domestically, federal departments must incorporate anti-trafficking efforts into contracting activities and personnel policies, and the bill supports private sector efforts to address human trafficking in its policies and services. Furthermore, the bill supports the identification, investigation, and prosecution of human trafficking crimes, with an expanded focus on forced labor. To prevent trafficking globally, the bill prohibits access to a trade program for developing countries and otherwise restricts development assistance for countries that fail to meet minimum standards for eliminating trafficking. It also changes the criteria for determining whether a country has met applicable standards. In addition, the bill authorizes sanctions on persons convicted of severe forms of trafficking and requires integration of counter-trafficking activities into foreign assistance programs. The bill also requires reporting by the Government Accountability Office, federal agencies, and states concerning human trafficking.

WELCOMED Act of 2021

Welcoming Evacuees Coming from Overseas to Mitigate Effects of Displacement Act of 2021 or the WELCOMED Act of 2021 This bill makes certain individuals from Afghanistan eligible for any benefit that is available to a refugee, such as resettlement assistance. Specifically, this bill shall apply to a national of Afghanistan (or an individual with no nationality who last habitually resided in Afghanistan) who is temporarily paroled into the United States for urgent humanitarian reasons or significant public benefit during the four-year period beginning on July 1, 2021.

Afghan and Iraqi Allies Resettlement Improvement Act

Afghan and Iraqi Allies Resettlement Improvement Act This bill addresses the settlement of Afghan and Iraqi special immigrant visa (SIV) holders. (Generally, SIV holders are individuals who received visas due to their work with the U.S. Armed Forces in Iraq or Afghanistan.) The Department of Health and Human Services must survey long-term outcomes, such as employment, housing, and educational attainment, of SIV holders as part of its annual survey of refugees. The Department of State must implement additional ways to deliver information in certain languages (i.e., Dari, Pashto, or Urdu) to prospective SIV holders about resettlement in the United States to assist with their adjustment process. The State Department and the Department of Defense must jointly establish a temporary program to offer SIV holders employment as translators, interpreters, and cultural awareness instructors.

HALT Campus Sexual Violence Act of 2021

Hold Accountable and Lend Transparency on Campus Sexual Violence Act of 2021 or the HALT Campus Sexual Violence Act of 2021 This bill addresses dating violence, domestic violence, sexual assault, or stalking incidents on college campuses, including by expanding requirements governing the disclosure of such incidents and efforts to prevent them. Specifically, the bill requires the Department of Education (ED) to make available an online survey tool regarding student experiences with domestic violence, dating violence, sexual assault, harassment, and stalking. ED must publish a biennial report that includes campus-level data for each institution of higher education (IHE). The bill permits ED to impose civil penalties on IHEs that have violated a law under the jurisdiction of its Office for Civil Rights. In addition, the bill directs ED, the Department of Health and Human Services, and the Department of Justice to create a task force on sex-based harassment and violence in education.
