COPS on the Beat Grant Program Reauthorization and Parity Act of 2022

COPS on the Beat Grant Program Reauthorization and Parity Act of 2022 This bill reauthorizes through FY2031 and makes changes to the Community Oriented Policing Services grant program. Among the changes, the bill reduces the required matching contribution for certain rural communities during the first three years of a grant and eliminates the preference for agencies that exceed the matching requirements; allows grant funds to be used to increase wages of career law enforcement officers in states or localities that have a median household income of less than 70% of the national median household income and qualify for a reduced matching contribution; and provides statutory authority for the Office of Community Oriented Policing Services within the Department of Justice. Additionally, the bill requires the Government Accountability Office to report on whether law enforcement workforces are representative of the communities they serve, the percentage of law enforcement employees who live in the community they serve, the average pay of officers compared to the cost of living in the community they serve, and recommendations for improvements.

Comprehensive Addiction Resources Emergency Act of 2021

Comprehensive Addiction Resources Emergency Act of 2021 This bill establishes programs, grants, and other activities to address substance use disorders. Specifically, the Department of Health and Human Services (HHS) must establish a program for purchasing and distributing opioid overdose reversal drugs for states and Indian tribes. HHS must also award grants for and otherwise support addressing substance use, particularly in states, tribes, territories, and localities with disproportionately high drug overdose rates; increasing access to preventive, medical, recovery, and related services; developing innovative models of delivering treatment and harm reduction services; and expanding the treatment capacity of Medicaid providers. In addition, HHS must issue model standards of care for treatment services and recovery residences and may award grants for training health care professionals. The bill also supports prevention and treatment services for workers, addiction and pain management research, and data collection on substance use disorders. Further, dispensers, distributors, and manufacturers of schedule II controlled substances (e.g., oxycodone), with the exception of opioid treatment programs, must certify that they maintain effective drug diversion controls. Violators are subject to specified civil and criminal penalties. Collected penalties shall be used for the grant programs and other substance use disorder activities established under the bill.

National Instant Criminal Background Check System (NICS) Data Integrity Act of 2021

National Instant Criminal Background Check System (NICS) Data Integrity Act of 2021 This bill modifies procedures for conducting firearms-related background checks through the national instant criminal background check system (NICS). Specifically, the bill requires the NICS to retain records related to a firearms-related background check for as long as necessary to determine whether an individual is eligible to receive a firearm. Additionally, the bill requires the NICS to query additional databases for relevant information, including the National Data Exchange, the Interstate Identification Index System, and the National Crime Information Center databases.

Federal Firearm Licensee Act

Federal Firearm Licensee Act This bill makes various changes related to federal firearms licensees, including by establishing physical security requirements and increasing licensing fees. It also amends several appropriations laws to remove limitations on the authority of the Bureau of Alcohol, Tobacco, Firearms and Explosives to conduct activities related to the administration of federal firearms laws.

To amend title 4, United States Code, to ensure that a funeral honors detail recites the 13 Folds of Honor when presenting a flag of the United States in connection with the death of a member of the Armed Forces or veteran.

This bill requires a funeral honors detail to recite the 13 Folds of Honor as part of the flag presentment during certain funerals for veterans and members of the Armed Forces. The next of kin or other representative of the deceased person may elect to not have the recitation.

Public Safety Enhancement Act of 2021

Public Safety Enhancement Act of 2021 This bill reauthorizes through FY2026 the Community Oriented Policing Services (COPS) grant program. Additionally, the bill requires a certain amount of funds made available under the COPS grant program to be used for the hiring and retention of law enforcement officers.

REPEAL HIV Discrimination Act of 2022

Repeal Existing Policies that Encourage and Allow Legal HIV Discrimination Act of 2022 or the REPEAL HIV Discrimination Act of 2022 This bill addresses federal and state laws, policies, and regulations that may burden people living with HIV/AIDS. Specifically, the bill directs the Department of Justice (DOJ), the Department of Health and Human Services (HHS), the Department of Defense (DOD), and the White House Office of National AIDS Policy to initiate a national review of federal (including military) and state laws, policies, regulations, and judicial precedents and decisions regarding criminal and related civil commitment cases involving people living with HIV/AIDS. DOJ must transmit to Congress and make publicly available the results of such review with related recommendations. The White House Office of National AIDS Policy must also develop and publicly release guidance to assist states with handling relevant cases. The office, DOJ, HHS, and DOD must transmit to the President and Congress any proposals necessary to implement adjustments to federal laws, policies, or regulations. This bill shall not be construed to discourage the prosecution of individuals who act with the intent to do harm to another individual by intentionally transmitting HIV.

Immigrant Witness and Victim Protection Act of 2021

Immigrant Witness and Victim Protection Act of 2021 This bill provides protections for certain aliens who are victims of crimes or abuse and addresses related issues. The bill removes various annual numerical limits on (1) U visas, generally for victims of a serious crime and helpful to law enforcement in prosecuting the crime; and (2) Special Immigrant Juvenile visas, generally for minors who have been abused or neglected by a parent. Applicants for certain immigration benefits, including U visas and T visas (generally for victims of severe human trafficking) shall receive work authorization on the date the application is approved or earlier. Removal shall be stayed for an alien with certain pending applications, such as an application for a T, U, or Special Juvenile Immigrant visa or for relief under the Violence Against Women Act. There shall be a presumption against detaining such an alien, which the Department of Homeland Security may rebut by establishing that (1) the alien's appearance at removal proceedings is not reasonably assured, or (2) the alien is a threat to another person or the community. The bill also prohibits making an adverse determination regarding an alien's admissibility or deportability based on information furnished by certain individuals, such as a spouse or parent who has battered the alien. Current law prohibits making an adverse determination using information furnished solely by such an individual. The bill also limits the use and publication of information provided in certain applications, including T, U, and Special Juvenile Immigrant visa applications.

SERVICE Act of 2021

Supporting Every at-Risk Veteran In Critical Emergencies Act of 2021 or the SERVICE Act of 2021 This bill authorizes the Office of Community Oriented Policing Services within the Department of Justice to make grants to support the creation and operation of veterans' response teams in state, local, and tribal law enforcement agencies.

Firearms Retailer Code of Conduct Act of 2021

Firearms Retailer Code of Conduct Act of 2021 This bill establishes requirements for federal firearms licensees (e.g., gun dealers) and their employees regarding certain business practices, training, and certification. It also prohibits licensees from transferring firearms to certain individuals, including straw purchasers, gun traffickers, intoxicated individuals, or individuals at risk of harming themselves or others.
