Recognizing February 4th as "Saka Nakodar Day".

Maddy summaryHRES 908 is a symbolic resolution recognizing February 4th as "Saka Nakodar Day" to commemorate the 1986 killing of four unarmed Sikh students - Ravinder Singh, Baldhir Singh, Jhilman Singh, and Harminder Singh - by Punjab police during a peaceful protest over desecration of Sikh scripture. The resolution honors the victims' families, who have sought justice for over 36 years after authorities concealed the incident and failed to prosecute perpetrators. It acknowledges the event as a violation of international human rights principles regarding peaceful assembly and accountability. The House of Representatives uses this resolution to express solidarity with the Sikh community and victims' families in their ongoing pursuit of truth and justice.

DEPICT Act

Diverse and Equitable Participation in Clinical Trials Act or the DEPICT Act This bill requires applications for an investigational use exemption of a new drug or medical device to include information about the demographic diversity of the clinical trial population and addresses related issues. (Generally, a developer of a new drug or device may seek an investigational use exemption to facilitate clinical investigations, as part of the process to obtain approval to sell that drug or device.) Specifically, the Food and Drug Administration (FDA) must issue regulations to require applications for such exemptions to include certain information, including (1) demographic data disaggregated by subgroup, where such data is available, about the expected or potential patient population; (2) the applicant's enrollment targets for the clinical trials involved, disaggregated by age group, sex, race, and ethnicity; (3) a diversity plan for how the applicant will meet these targets; and (4) what is known about the patient population, such as comorbidities. The regulations must also require certain applicant reports to the FDA to address issues related to demographic diversity in clinical trials and product safety and effectiveness for demographic subgroups. The bill also authorizes the FDA to, in certain instances, require additional studies or surveillance after a drug or device has been approved if the clinical trials used in the application process did not meet the demographic enrollment targets.

REPAIR Act.

Right to Equitable and Professional Auto Industry Repair Act or the REPAIR Act This bill requires a motor vehicle manufacturer to provide to a vehicle's owner certain direct, real-time, in-vehicle data generated by the operation of the vehicle that is related to diagnostics, repair, service, wear, and calibration or recalibration of parts and systems of the vehicle. Specifically, a vehicle manufacturer may not impair an owner's access to such vehicle-generated data or impair an aftermarket parts manufacturer from producing or offering compatible aftermarket parts. A manufacturer also must make available to the vehicle's owner, and designees, vehicle-generated data through a standardized access platform. Outside of a recall, a manufacturer may not mandate or recommend the use of a particular brand or manufacturer of parts, tools, or equipment. The National Highway Traffic Safety Administration must issue standards for access to vehicle data through the standardized access platform. The Federal Trade Commission must establish an advisory committee to assess and report on existing and emerging barriers to vehicle repair and vehicle owners' control over their vehicle-generated data. This bill provides authority for the commission to enforce these requirements.
