Reinvesting In Shoreline Economies and Ecosystems Act of 2022 or the RISEE Act of 2022 This bill expands the amount of revenue generated from leases for energy development on federal land or submerged lands in the Outer Continental Shelf that is shared with certain states and coastal communities. For example, the bill dedicates a percentage of the revenue generated from offshore wind leases for coastal states. Currently, this revenue is deposited in the U.S. Treasury. In addition, the bill increases the amount of revenue generated from offshore oil and gas leases that is shared with states under the Gulf of Mexico Energy Security Act. States must use the funding from the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure.

Support for Iranian Political Prisoners Act This bill authorizes the Department of State to continue providing assistance to civil society organizations in Iran that support arbitrarily detained individuals. The bill calls on Iran to immediately end human rights violations of political prisoners and persons imprisoned for exercising freedom of speech. The bill also calls on Iran to allow the United Nations special rapporteur on human rights unimpeded access to investigate alleged abuses.
This resolution condemns Azerbaijan's violations of the 1949 Geneva Conventions, encourages investigation of war crimes committed by Azerbaijani forces, and reaffirms the House of Representatives' support of Armenia's sovereignty and territorial integrity.
This resolution condemns the Iranian regime's torture and murder of Mahsa Amini. The resolution condemns the Iranian regime's laws that discriminate against women. The resolution also condemns the Iranian regime's use of violence against those peacefully protesting the government and seeking freedom. Finally, the resolution recognizes the right to self-determination for the Iranian people struggling to establish a democratic, secular, and nonnuclear Iran.
Combatting Financial Conflicts of Interest in Government Act This bill generally prohibits senior government officials from owning or trading in synthetic assets (i.e., tokenized derivatives). It also establishes financial disclosure requirements with respect to cryptocurrency. Specifically, the bill prohibits senior officials, Members of Congress, the President, the Vice President, certain presidential appointees, judicial officers, members of the Federal Reserve Board, and presidents or vice presidents of a Federal Reserve bank from owning or trading investments in a security, a commodity, a future, cryptocurrency, or any comparable economic interest acquired through synthetic means, such as through a derivative. Such investments must be divested through gift or donation, cashing out, or a qualified blind trust. The appropriate ethics office may grant temporary exemptions in certain situations, such as for preexisting complex financial arrangements from which investments cannot be withdrawn, and may assess fees for violations. The Department of Justice may also bring civil actions for violations. The bill also (1) incorporates cryptocurrency and other digital assets into current financial disclosure requirements; (2) modifies the categories and timelines for financial disclosures; and (3) requires agencies, ethics offices, and the Department of Justice to regularly report on violations of this bill and other related requirements.
Methane Emissions Research Act of 2022 This bill requires the Environmental Protection Agency to conduct a methane research pilot study to quantify methane emissions from infrastructure used for the production, gathering and boosting, processing, transmission, and storage of oil and natural gas in the United States.
Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill allows a health center that currently receives funding through a Health Resources & Services Administration Health Center Program grant to use a New Access Point grant to set up a mobile unit regardless of whether the health center also establishes a permanent health care delivery site. New Access Point grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Under current law, health centers may only use the grants to set up a mobile unit if they also establish a permanent site.
Ukrainian Territorial Integrity Act This bill prohibits the expenditure of federal funds to provide assistance to any foreign government that has recognized the independence of Russian-occupied Ukraine or supported the Russian annexation of Crimea. The bill authorizes the Department of State to waive such a prohibition upon determining and reporting that a waiver is in the national interest of the United States.
Presidential Election Reform Act This bill revises the process of casting and counting electoral votes for presidential elections. The bill specifies that the choice of electors must occur in accordance with the laws of the state enacted prior to election day. Next, the bill specifies that the voting time for a state's presidential election may only be extended due to a catastrophic event. Catastrophic event means a major natural disaster, act of terrorism, or widespread power outage if it (1) prevents a substantial portion of a state's electorate from casting a ballot on election day, or (2) causes a substantial number of ballots already cast in a state to be destroyed or rendered unreadable. Additionally, the bill requires each state's governor to certify the appointment of electors for the state. Further, the bill provides for expedited judicial review for an action brought by an aggrieved presidential or vice-presidential candidate with respect to the issuance or transmission of a certificate of appointment. The bill revises the framework for the joint session of Congress to count electoral votes and make a formal declaration of which candidates have been elected President and Vice President. Among other changes, the bill (1) specifies that the role of the presiding officer (the Vice President or, in the absence of the Vice President, the President pro tempore) during the joint session shall be ministerial in nature, and (2) raises the objection threshold in Congress to at least one-third of both the House of Representatives and the Senate.
Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.
