Fairness in Airspace Includes Residents Act or the F-AIR Act This bill revises the priorities of the Federal Aviation Administration (FAA) in developing plans and policy for the use of navigable airspace. Specifically, the FAA must ensure (1) the safety of aircraft as a primary priority in developing such plans and policy; and (2) the minimization of the impact of aviation noise, and other health impacts, on residents and communities, and other impacts of the use of airspace on the environment as a secondary priority on an equal basis with the efficient use of airspace.

Low-frequency Energetic Acoustics and Vibrations Exasperate Act or the LEAVE Act This bill establishes standards and remedies related to ground-based noise (GBN). Specifically, the bill permits one or more states to conduct studies of GBN from aircraft operations at an airport within a state, requires any study conducted to identify a baseline value of GBN above which an airport in the study is presumed to be permitting an excess of noise to a community within five miles of such airport, allows a state cause of action for GBN if a state has undertaken a study of GBN at an airport, and establishes that no federal statute is intended to preempt a cause of action against an airport in any state small claims or superior court when an action is brought for GBN in violation of state standards.
Notify Officials To Inform Fully and Impel Educated Decisions Act or the NOTIFIED Act This bill requires the Federal Aviation Administration to notify the public of any proposed new Performance Based Navigation flight procedure or flight procedure change affecting airspace at altitudes below 18,000 feet.
Responsive Employees Support Productive Educated Congressional Talk Act or the RESPECT Act This bill requires the Federal Aviation Administration (FAA) to respond in writing within 90 days to requests for data and information from Congress. Specifically, the FAA must respond if the data is within the control of the FAA; and the data would be otherwise appropriate to provide if requested by an airline, an airport, a flight procedure proponent, an Aviation Roundtable, or anyone not employed by the FAA, via a Freedom of Information request from any individual or any entity. The FAA must also provide staff at a private or public meeting with a Member of Congress if certain conditions are met.
Restore Everyone's Sleep Tonight Act of 2021 or the REST Act of 20 21 This bill authorizes an airport to impose an access restriction between the hours of 10 p.m. and 7 a.m. for aircrafts. An airport may impose a noise deterrence penalty on an air carrier or aircraft operator for a violation of the access restriction. The restriction does not apply to the operation of military, law enforcement, and U.S. Coast Guard flights.
Southbound HUSSH and NIITE Help Households Act or the SHHH Act This bill requires the Federal Aviation Administration (FAA) to continue processing the proposed San Francisco International Airport NIITE Departure Southbound Transition and the Oakland International Airport HUSSH Departure Southbound Transition and render a determination as to adoption of the proposal. The FAA may not prevent the San Francisco International Airport/Community Roundtable from initiating their own proposed NIITE Departure or HUSSH Departure Southbound Transition procedures through the Instrumental Flight Procedures Gateway or other process unless it is necessary for safety reasons that cannot be remedied.
Serious Noise Reduction Efforts Act of 2021 or the SNORE Act of 20 21 This bill addresses noise mitigation through soundproofing and other strategies in the communities surrounding San Francisco International Airport (SFO). Specifically, the bill permits SFO to conduct a noise compatibility program by installing residential noise dampening windows, residential noise insulation, and other residential improvements to reduce or to mitigate the noise impacts of the operations of the airport; authorizes the Department of Transportation to provide grants for a program of residential noise mitigation and soundproofing for residential buildings near SFO; sets forth requirements for the noise compatibility program near SFO; and authorizes SFO to use both federal and airport funds to conduct the program.
This concurrent resolution recognizes the disparity in wages paid to Black women and its impact on women, families, and the nation, and reaffirms Congress' support for ensuring equal pay and closing the gender wage gap.
Quiet Communities Act of 2021 This bill requires the Environmental Protection Agency to reestablish an Office of Noise Abatement and Control to promote the development of local noise control programs, carry out research, and develop and disseminate educational materials, among other duties.
This resolution supports the designation of National Whistleblower Appreciation Day.
