Impeaching Robert F. Kennedy Jr., Secretary of Health and Human Services, for high crimes and misdemeanors.

Maddy summaryHRES 944 is a House resolution proposing the impeachment of Robert F. Kennedy Jr., Secretary of Health and Human Services, alleging he violated his constitutional duties. The resolution claims he canceled over 2,600 biomedical research grants ($8.9 billion in funding), shut down key public health programs (including childhood cancer research and mental health services), and undermined vaccine safety policies by firing the Advisory Committee on Immunization Practices and removing vaccines from CDC recommendations. It further alleges he made false public statements about health issues (like linking vaccines to autism) and terminated programs like water fluoridation directives. This resolution directly affects public health research, medical innovation, and access to services like reproductive care and pandemic preparedness.

Ranked Choice Voting Act

Maddy summaryHR 6589, the Ranked Choice Voting Act, would require all states to implement ranked choice voting for elections of U.S. Senators and Representatives, including primaries and general elections. Under this system, voters would rank candidates in order of preference, with ballots tabulated by eliminating the least preferred candidate in successive rounds until a candidate achieves a majority. The bill prohibits separate runoff elections for these offices and provides federal funding to states to cover implementation costs, with payments due by June 1, 2026. The law would apply to federal elections held on or after January 1, 2030, and would not affect state or local elections.

FREEDOM Act

Maddy summaryThis bill (HR 6469) requires the U.S. State Department, in coordination with the FCC and Treasury, to submit a report within 120 days of enactment assessing internet access options in Iran. The report must evaluate the feasibility of using direct-to-cell wireless technology to expand internet access there, including technical, security, and regulatory considerations. It also analyzes how drone-based systems and signal jamming could affect such technology, surveys Iranian telecom providers (including state ownership and foreign investment), and examines broader implications for communications freedom. The bill does not enact new policy but mandates a government review of potential technological solutions.

Dignity for Detained Immigrants Act

Maddy summaryThe Dignity for Detained Immigrants Act establishes minimum standards for detention facilities operated by the Department of Homeland Security, requiring them to follow the American Bar Association's Civil Immigration Detention Standards. It mandates annual unannounced inspections by the DHS Inspector General, with penalties including fines for noncompliant private facilities and transfers of detainees from noncompliant facilities. The bill requires DHS to publicly report on facility compliance, phase out private detention facilities over three years, and prohibit solitary confinement. It also ensures detainees have access to legal orientation, counsel, and more frequent custody review hearings. The bill directly affects all individuals detained in DHS custody, including immigrants, asylum seekers, and refugees held in facilities operated by or contracted to DHS.

Make Housing Affordable and Defend Democracy Act

Maddy summaryThis bill creates several tax credits to increase housing affordability for individuals and families. It establishes a first-time homebuyer credit of up to $25,000 (or $50,000 for first-generation homebuyers) for purchasing a principal residence, with income limits based on household size. It also creates a starter home construction credit for building homes under 1,200 square feet priced below 80% of local median home prices, and a renter tax credit for tenants paying more than 30% of their income in rent. Additionally, it provides a credit for converting non-residential buildings to affordable housing that meets specific income and rent restrictions. The bill includes provisions for inflation adjustments and reporting requirements for these tax credits.

21st Century STEM for Girls and Underrepresented Minorities Act

Maddy summaryThis bill creates federal grants to support STEM education programs for girls and underrepresented minorities in K-12 schools. It directs $250,000 annually per grant to school districts serving high-poverty communities (with at least 40% students eligible for free/reduced lunch) to fund specific activities like after-school STEM programs, teacher training on reducing bias, mentorship, parental engagement, and summer camps. The grants require schools to track student participation and academic progress in STEM through annual evaluations. The program aims to increase opportunities for these students to develop skills and pursue STEM careers, while ensuring funds supplement - rather than replace - existing resources.

Mikaela Naylon Give Kids a Chance Act

Give Kids a Chance Act of 2025 This bill expands the Food and Drug Administration’s (FDA’s) authority with respect to research on rare pediatric diseases, including by permitting the FDA to take enforcement action against drug sponsors that fail to satisfy pediatric study requirements and by reauthorizing programs that support pediatric research.  Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations to permit research on new drugs in combination with active ingredients that have already been approved, provided certain conditions are met; permits the FDA to take enforcement action against drug sponsors that fail to comply with pediatric study requirements, if such sponsors demonstrated a lack of due diligence in satisfying the requirement; renews the FDA’s authority to award priority review vouchers to sponsors of new products intended to treat rare pediatric diseases through September 30, 2029; and reauthorizes through FY2027 certain funding for the National Institutes of Health to support priority pediatric research.  The bill also provides statutory authority for the FDA’s interpretation of the orphan drug exclusivity period. The bill specifies, consistent with FDA regulations, that the seven-year market exclusivity period for drugs for rare diseases or conditions (i.e., orphan drugs) prohibits the approval of the same drug for the same approved use or indication with respect to the disease or condition. (In Catalyst Pharmaceuticals, Inc. v. Becerra , a court rejected the FDA’s interpretation and held that orphan drug exclusivity extends to all uses or indications for the disease or condition.)

Wildfire Recovery Act

Maddy summaryHR 5652, the Wildfire Recovery Act, increases federal reimbursement for wildfire response by setting a minimum 75% federal cost share under Section 420 of the Stafford Act, directly benefiting states, local governments, and Tribal governments that deploy firefighting resources. It requires FEMA to develop rules within three years to determine when the federal share could exceed 75% based on a state's financial impact from wildfires. The bill also updates FEMA policy to allow reimbursement for predeployment of fire assets (like crews or equipment) before a fire occurs. These changes aim to provide more predictable and timely federal support for wildfire recovery efforts.

Maddy summaryThis bill requires Medicaid programs to cover lung cancer biomarker testing for eligible enrollees, beginning January 1, 2027. It directly affects Medicaid recipients diagnosed with lung cancer who need these specific tests to guide treatment decisions. The key provision adds "lung cancer biomarker testing" as a mandatory benefit under Medicaid, amending the Social Security Act to require coverage for this diagnostic service. The change applies to all state Medicaid programs participating in the federal program, ensuring standardized access to this testing method. Coverage starts in 2027, with no additional state cost-sharing required for this specific test.

The bill directly affects federal health agencies (NIH and CDC) and aims to inform future policy decisions based on the task force's analysis.
