Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the final rule of the Department of Labor relating to "Rescission of Implementing Legal Requirements Regarding the Equal Opportunity Clause's Religious Exemption Rule".

Maddy summaryHJRES 61 is a resolution seeking to block a Department of Labor rule published in March 2023. The rule would have removed legal requirements related to religious exemptions under the Equal Opportunity Clause in federal employment regulations. If passed, this resolution would prevent the rule from taking effect, maintaining the existing requirements for religious exemptions. It uses a specific congressional disapproval process under Title 5 of the U.S. Code to stop the rule without requiring presidential action.

Affordable Housing Credit Improvement Act of 2023

Maddy summaryHR 3238, the Affordable Housing Credit Improvement Act of 2023, updates the Low-Income Housing Tax Credit (LIHTC) program to increase the availability of affordable housing across the United States. The bill makes several key changes including increasing state funding formulas, modifying tenant eligibility rules to better serve vulnerable populations (such as domestic violence victims and students), and expanding credit eligibility for projects in rural and Native American communities. Specific provisions raise the credit for properties serving extremely low-income households, clarify rules around tenant income increases, and require housing providers to protect victims of domestic violence. The bill also updates terminology from "low-income" to "affordable" throughout the tax code and enhances program transparency through data sharing requirements. These changes aim to make the LIHTC program more effective at creating and preserving affordable housing units for low-income households nationwide.

DCA Act of 2023

Direct Capital Access Act of 2023 or the DCA Act of 2023 This bill increases the number of daily round-trip flights allowed at Ronald Reagan Washington National Airport (DCA). Specifically, this bill adds 56 new slots at DCA to allow for 28 additional daily round-trip flights. (Airlines flying to and from DCA are subject to slot and perimeter rules set by federal law and regulation. The slot rules determine the total number of flight slots that can be handled in a given time period. In addition, a statutory perimeter rule limits nonstop flights to a 1,250-mile radius unless they are granted an exemption in law.) Current law limits DCA to a maximum of 67 hourly slots for flights both within- and beyond-perimeter; a round-trip flight serving DCA requires two slots (or a slot pair). Of those slots, 40 daily slots are exempt from the perimeter rule. Under the bill's slot increase, operations at DCA may not increase by more than eight flights per hour.

Securing the Border for Public Health Act of 2023

Maddy summaryHR 801, the Securing the Border for Public Health Act of 2023, gives the Secretary of Health and Human Services authority to temporarily ban people and goods from specific countries. This can be done if the Secretary determines a serious risk of introducing communicable diseases or certain controlled substances (like fentanyl, narcotics, or opiates) into the U.S. The ban would apply to persons and property from designated countries for a time deemed necessary to protect public health. It directly affects travelers and importers from countries identified under this provision.

Expressing the sense of the House of Representatives that an "all-of-the-above" energy strategy is the most viable approach to energy policy.

Maddy summaryHRES 339 is a non-binding House resolution expressing that an "all-of-the-above" energy strategy - including oil, gas, nuclear, coal, hydropower, and renewables - is the most viable approach to U.S. energy policy. It states this strategy would strengthen national security, lower consumer energy prices, and reduce reliance on foreign energy sources. The resolution highlights that domestic energy production supports infrastructure funding, job creation, and energy independence, while noting U.S. energy sources like Gulf of Mexico oil and nuclear power provide clean, reliable electricity. As a statement of congressional opinion, it does not create new laws or policy changes.

The bill directly affects law enforcement officers, public safety personnel, and individuals who commit violent acts against them.

DRIVE Act

Maddy summaryHR 3039, the DRIVE Act, prohibits the Federal Motor Carrier Safety Administration (FMCSA) from requiring speed limiting devices on trucks weighing over 26,000 pounds operating in interstate commerce. This directly affects commercial trucking companies and drivers transporting goods across state lines. The bill's key provision explicitly bans the FMCSA from issuing any rule mandating such devices, which are typically set to limit vehicle speed. The law applies specifically to interstate trucking operations and does not affect state-level regulations.

Resilient Airports Act

Maddy summaryHR 3059, the Resilient Airports Act, updates federal definitions to improve funding for airport resilience after disasters. It specifically defines "critical airport infrastructure" as runways, taxiways, and aprons needed for commercial operations or general aviation airports designated as emergency staging areas (like Federal Incident Support Bases). The bill also expands "natural disaster" to explicitly include events like hurricanes, wildfires, and floods. These changes ensure airports can quickly resume operations under visual flight rules after disasters by clarifying which infrastructure qualifies for improvement funding. The bill directly affects airports, particularly smaller general aviation facilities used for emergency response coordination.
