Modern, Clean, and Safe Trucks Act of 2023

Maddy summaryThe Modern, Clean, and Safe Trucks Act of 2023 would remove a 12-percent federal excise tax on new heavy trucks, tractors, and trailers. This tax, in place since 1917, adds $12,000 to $22,000 to the cost of a new truck and is argued to discourage replacing older, less efficient vehicles. The bill aims to lower costs for buyers - especially for electric and alternative-fueled trucks, which face higher upfront prices - by eliminating the tax, thereby encouraging adoption of newer, cleaner models. The repeal would apply to sales occurring on or after the bill's introduction date.

Holding Countries Accountable for Negligent Chemical and Biological Programs Act

Maddy summaryThis bill creates a new framework for imposing sanctions on foreign governments that engage in "gross negligence" with respect to chemical or biological programs. It defines gross negligence as when a government knew or should have known such actions would cause injury or damage to other countries. The President would be required to make determinations based on credible information about such negligence and impose specific sanctions, including suspending scientific cooperation, restricting exports of certain goods and technologies, and terminating foreign assistance. The bill also mandates a specific determination about China within 180 days of enactment, requiring the President to report whether reasonable grounds exist for concluding China meets the gross negligence criteria. Sanctions can be lifted if the foreign government addresses the negligence, develops preventive measures, and provides information to the U.S. and international organizations.

More Homes on the Market Act

Maddy summaryHR 1321, the "More Homes on the Market Act," increases the tax exclusion for gains from selling a primary residence. It doubles the exclusion amount from $250,000 to $500,000 for single filers and from $500,000 to $1,000,000 for married couples filing jointly. The bill also adds automatic annual inflation adjustments to these amounts starting in 2023, ensuring the exclusion keeps pace with rising costs. This change directly affects homeowners who sell their primary residence and meet the ownership and use requirements under current tax law. The policy modifies the Internal Revenue Code to make selling a home less financially burdensome for qualifying homeowners.

No Retaining Every Gun In a System That Restricts Your Rights Act

No Retaining Every Gun In a System That Restricts Your Rights Act This bill modifies the retention requirements for firearm transaction records of federal firearms licensees (FFLs) that go out of business. Current law generally requires FFLs that go out of business to deliver their firearm transaction records to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). This bill removes the requirement for FFLs that go out of business to deliver their firearm transaction records to the ATF. Further, the bill requires the ATF to destroy all out-of-business records it has collected from FFLs.
