Earth Act to Stop Climate Pollution by 2030

Maddy summaryThis bill requires retail electric suppliers to generate 80% of their electricity from renewable sources by 2029 and 100% by 2030. It also mandates that vehicle manufacturers sell 80% zero-emission vehicles by 2029 and 100% by 2030. Additionally, large agricultural corporations must implement regenerative practices on 50% of their land by 2026, increasing to 100% by 2030. The legislation provides tax incentives for businesses making these transitions and requires annual reporting on compliance with these new standards. Businesses failing to meet these requirements may lose certain tax deductions under this law.

Supporting the goals and ideals of International Mother Language Day in bringing attention to the importance of preserving linguistic and cultural heritage through education.

Maddy summaryHRES 148 is a non-binding resolution supporting International Mother Language Day (observed February 21) to highlight the global importance of preserving linguistic and cultural heritage. It recognizes that thousands of languages are endangered worldwide - including over 150 Native American languages in the U.S., with more than 115 already extinct - and encourages Americans to participate in events celebrating language diversity. The resolution does not create new laws or obligations but serves as a symbolic endorsement of UNESCO’s language preservation efforts. Introduced in the 118th Congress (2023), it aligns with UNESCO’s Decade of Indigenous Languages initiative.

People Over Pentagon Act of 2023

Maddy summaryHR 1134, the People Over Pentagon Act of 2023, would reduce the U.S. Department of Defense's 2024 budget by $100 billion. It directly affects the Pentagon's funding, though it specifically preserves spending for the Defense Health Program, military personnel, and civil service pay and benefits. The bill mandates this cut while directing the Secretary of Defense to consider a 2021 Congressional Budget Office report on managing a smaller defense budget. It does not specify where the savings would be redirected, only requiring reallocation to address non-military national security priorities.

PREP Civics and Government Act

Maddy summaryThe PREP Civics and Government Act (HR 1133) amends the National Foundation on the Arts and the Humanities Act of 1965 to explicitly include "civics and government" as a subject within the humanities. This change allows the National Foundation on the Arts and the Humanities to fund educational programs focused on civics and government through existing grant programs. The bill directly affects the Foundation’s funding priorities and organizations applying for humanities grants, such as schools, museums, and community groups offering civics education. It does not create new funding but expands eligibility for current humanities grants to cover civics and government content.

Department of Peacebuilding Act of 2023

Maddy summaryThe Department of Peacebuilding Act of 2023 would establish a new Cabinet-level Department of Peacebuilding within the executive branch of the U.S. government. The department would include multiple offices focused on domestic and international peacebuilding, violence prevention, peace education, and conflict resolution, with specific offices dedicated to areas like peace education, domestic activities, international activities, technology, arms control, and human rights. It would create a Secretary of Peacebuilding position and require the department to develop policies addressing root causes of violence, promote nonviolent conflict resolution, and collaborate with existing federal agencies. The bill would mandate annual reports on progress toward peace in the United States and require consultation with other departments on matters related to conflict prevention and peacebuilding.

Arctic Refuge Protection Act

Maddy summaryHR 724, the Arctic Refuge Protection Act, repeals the existing oil and gas program for the Arctic National Wildlife Refuge in Alaska and designates approximately 1.56 million acres of the refuge's coastal plain as federal wilderness. This bill directly affects the Arctic Refuge by permanently prohibiting oil and gas leasing and development in that specific area. The key mechanism is adding the designated land to the National Wilderness Preservation System under the Wilderness Act, requiring it to be managed for its natural conditions. This change legally protects the area from future fossil fuel extraction activities.

Ralph David Abernathy, Sr. National Historic Site Act

Maddy summaryThis bill establishes the Ralph David Abernathy, Sr. National Historic Site in Georgia as part of the National Park System. It specifically preserves the West Hunter Street Baptist Church (where Abernathy served as pastor during the civil rights movement) and honors his leadership role. The site cannot be formally established until the National Park Service acquires sufficient land (through donation or purchase), and requires a management plan within 3 years of funding. The bill directly affects the National Park Service, the State of Georgia, and local communities by designating this location for preservation and public interpretation.

Boundary Waters Wilderness Protection and Pollution Prevention Act

Boundary Waters Wilderness Protection and Pollution Prevention Act This bill withdraws approximately 234,328 acres of federal land and waters in a specified area in the Rainy River Watershed of Superior National Forest in Minnesota from entry, appropriation, and disposal under the public land laws; location, entry, and patent under the mining laws; and operation of the mineral leasing, mineral materials, and geothermal leasing laws. The area is adjacent to the Boundary Waters Canoe Area Wilderness and the Boundary Waters Canoe Area Wilderness Mining Protection Area. Land or interest in land within such area that is acquired by the United States shall be immediately withdrawn in accordance with this bill. Northern Marianas Population Stabilization Act

Maddy summaryHR 560, the Northern Marianas Population Stabilization Act, amends immigration rules for the Northern Mariana Islands (CNMI) to clarify who qualifies as a "long-term legal resident." It adds two specific categories to the definition: (1) workers admitted as Commonwealth Only Transitional Workers in 2015 who maintained status through 2018, and (2) investors currently classified as CNMI-only nonimmigrants under immigration law. These changes directly affect certain workers and investors already residing in the CNMI under these specific visa categories. The bill does not create new programs but ensures these groups meet the continuous residence requirement for long-term resident status under existing law.
