Expanding Access to Mental Health Services in Schools Act of 2025

Maddy summaryThe Expanding Access to Mental Health Services in Schools Act of 2025 creates a federal grant program to help high-need schools hire and retain mental health professionals like counselors, psychologists, and social workers. It targets schools in the top 15% of need (based on student poverty or counts) that lack required staff ratios, such as one counselor per 250 students. Grants fund recruitment incentives (e.g., student loan repayment), retention programs, and evidence-based mental health services, with recipients required to contribute 25% of costs from non-federal funds. Schools must report annually on staff numbers, student-to-staff ratios, and retention rates to track progress toward improved mental health access.

Original Justice for living survivors of the 1921 Tulsa/Greenwood Race Massacre Act

Maddy summaryThis bill would provide $20.7 million in compensation ($10.398 million compensatory and $10.398 million punitive) to the two remaining living survivors of the 1921 Tulsa Race Massacre - Viola Ford Fletcher and Lessie Benningfield Randle - as of May 1, 2025. It requires the Treasury Secretary to pay this amount within 30 days of verifying survivors' identities through a birth certificate, using the Judgment Fund. The payments would fully satisfy all federal claims related to the massacre, preventing future compensation for this specific harm. The bill cites historical precedents like Japanese internment reparations and 9/11 victim compensation to justify the approach, following the survivors' 2024 Oklahoma Supreme Court case dismissal.

The bill establishes penalties including fines up to $250,000 for dealers and up to 5 years in prison for false statements, and requires annual reporting on violations. Dealers must post signage about these restrictions and verify identities through government-issued photo IDs. The law will take effect 120 days after enactment.

Expressing support for the designation of June 26 as "LGBTQI+ Equality Day".

Maddy summaryThis resolution (HRES 549) is a non-binding House measure expressing support for designating June 26 as "LGBTQI+ Equality Day." It commemorates three landmark Supreme Court rulings on June 26 (2003, 2013, and 2015) that ended criminalization of same-sex intimacy, struck down marriage discrimination, and established marriage equality. The resolution encourages public celebration of this day to honor these milestones and educate about ongoing discrimination faced by LGBTQI+ communities. It also acknowledges the need for future legislation to address discrimination in areas like employment, housing, and public accommodations. As a symbolic resolution, it does not create new legal requirements but formally recognizes these historical court decisions.

Encouraging Members of Congress to visit ICE detention facilities in their States.

Maddy summaryHRES 546 is a resolution encouraging Members of Congress to visit U.S. Immigration and Customs Enforcement (ICE) detention facilities in their states to observe conditions firsthand and fulfill oversight responsibilities. Poarch Band of Creek Indians Parity Act

Maddy summaryThis bill retroactively applies the Indian Reorganization Act (IRA) to the Poarch Band of Creek Indians as of June 18, 1934, clarifying their federal jurisdiction status under existing law. It directly affects the Poarch Band by confirming all lands previously taken into trust by the U.S. for their benefit as valid trust lands. The key provision reaffirms the Secretary of the Interior's past actions in placing these lands into trust under the IRA, making those decisions legally final. This provides legal clarity for the tribe's land holdings and governance under federal law.
