This resolution expresses the sense of the House of Representatives that the United States should continue to lead reform efforts and urge member cooperation at the World Trade Organization in order to address barriers to trade, improve living standards across the world, and enhance accountability and dispute settlement mechanisms.
Personal Health Investment Today Act of 2021 or the PHIT Act of 2021 This bill allows a medical care tax deduction for up to $1,000 ($2,000 for a joint return or a head of household) of qualified sports and fitness expenses per year. The bill defines qualified sports and fitness expenses as amounts paid exclusively for participating in a physical activity, including (1) fitness facility memberships, (2) physical exercise or activity programs, or (3) equipment for a physical exercise or activity program.
Coronavirus Frontline Workers Fair Pay Act This bill provides hazard pay, in addition to regular pay, to health care and essential workers for specified periods during the COVID-19 public health emergency. Health care workers, which include physicians and support staff, among others, are eligible for a maximum of $35,000 in aggregate hazard pay. Essential workers, as determined by the Cybersecurity and Infrastructure Security Agency, are eligible for a maximum of $25,000 in aggregate hazard pay. The Department of the Treasury must make payments to employers based on an employer's quarterly projections of the number of hours worked by eligible employees, including specified hours worked prior to the enactment of this bill. Employers must issue hazard payments to eligible employees not later than 14 days after receiving payments from Treasury. The bill establishes and provides funding for the Coronavirus Essential and High-Risk Health Care Workers Hazard Payment Fund to implement this program.
COINTELPRO Full Disclosure Act This bill requires the U.S. government to release and publicly disclose, within six months, all records related to the COINTELPRO operation of the Federal Bureau of Investigation (FBI) unless disclosure would cause harm. COINTELPRO was a series of covert and illegal projects aimed at surveilling, infiltrating, discrediting, and disrupting domestic political organizations, including the Black Panther Party. The bill requires the removal of J. Edgar Hoover's name from the FBI headquarters in the District of Columbia. The bill establishes the COINTELPRO Records Review Board to review determinations by government offices that do not fully disclose their records after six months. The review board shall make recommendations to the President regarding whether files that have been only partially disclosed should be fully released. The review board may request the Department of Justice to petition any U.S. court to release any information relevant to COINTELPRO that is held under court seal.
This bill reduces the tax-exempt retirement plan period of service requirement for long-term, part-time employees from 3 to 2 consecutive 12-month periods.
Retirement Parity for Student Loans Act of 2021 This bill allows certain employer-sponsored retirement plans to make matching contributions for an employee's student loan payments as if the loan payments were salary reduction contributions to the retirement plan.
Encouraging Americans to Save Act This bill sets forth provisions to provide matching payments for retirement savings and Individual Retirement Account (IRA) contributions for individuals who have attained age 18, excluding dependents and full-time students. Specifically, it allows an enhanced 50% tax credit, up to $3,000, for deductible retirement savings contributions and for IRA contributions. The bill also directs the Department of the Treasury to establish a permanent program to be known as the MyRA Program to allow individuals or employers to establish a Roth IRA. Treasury must also take steps to increase public awareness of the benefits of this bill and the MyRA Program in particular.
Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.
This concurrent resolution (1) affirms, on the 400th anniversary of the arrival of the first slave ship, that the nation owes a debt of remembrance not only to those who lived through the injustices of slavery but also to their descendants; and (2) urges the establishment of a U.S. Commission on Truth, Racial Healing, and Transformation to properly acknowledge, memorialize, and be a catalyst for progress, including toward permanently eliminating persistent racial inequities.
