Airlines Independent of Restrictions Act or the AIR Act This bill directs the Department of Transportation (DOT) to rescind no fly zone restrictions over Disneyworld in Orlando, Florida, and Disneyland in Anaheim, California, imposed under Federal Aviation Administration Notices to Airmen and stop maintaining the restrictions imposed under such notices. DOT may not issue a regulation or Notice to Air Missions to impose a no fly zone over Disneyworld and Disneyland for a period longer than 30 days, with specified exceptions for national security concerns.

This resolution requires the Clerk of the House of Representatives to place in the House Chamber a real-time display of the outstanding national debt.

Defending Freedom of Conscience for Cadets and Midshipmen Act of 2022 This bill provides that a cadet or midshipman at a federal service academy (e.g., the U.S. Naval Academy) may not be required to be vaccinated for COVID-19 as a condition for graduation and may not be dismissed from the academy as a result of refusing to be vaccinated. Cadets and midshipmen who are prohibited from fulfilling their service agreement due to their refusal to receive a COVID-19 vaccination may not be subjected to repayment provisions (e.g., bonus repayment) or specified debt repayment collections.

This bill requires institutions of higher education (IHEs) to disclose information regarding gifts from and contracts with China-affiliated organizations. China-affiliated organization refers to any entity that receives support directly or indirectly from the Chinese government, including certain educational institutes or programs, think tanks, and business entities. Under current law, an IHE must disclose to the Department of Education (ED) a gift or contract from a foreign source that is valued at $250,000 or more, considered alone or in combination with all other gifts from or contracts with that foreign source in a calendar year. This bill establishes a special disclosure rule relating to China-affiliated organizations. Specifically, the bill requires an IHE to disclose a gift from or contract with a China-affiliated organization that is valued at $5,000 or more, considered alone or in combination with all other gifts from or contracts with that organization in a calendar year. Additionally, the bill requires an IHE that receives federal grants to annually file a report with ED that identifies any activities conducted pursuant to a contract or other agreement between the IHE and a China-affiliated organization, including any joint research or academic exchanges. Such a contract or other agreement must be made available on a publicly accessible website of the IHE.

Preventing Racism in Medicare Act of 2022 This bill prohibits the Centers for Medicare & Medicaid Services from including the development of anti-racism plans (i.e., plans to address systemic racism in health care) as a qualifying clinical practice improvement activity under the Merit-based Incentive Payment System (MIPS), as described in a November 2021 rule. (MIPS is an incentive program under Medicare that allows health care professionals to receive payment adjustments based on certain performance measures.)

No Funding for Sanctuary Campuses Act This bill makes an institution of higher education (IHE) that is a sanctuary campus ineligible for federal student-aid funds. In general, a sanctuary campus is an IHE that has a policy of restricting its personnel from cooperating with federal officials in enforcing the immigration laws or that harbors or provides educational benefits to aliens who lack a lawful immigration status. The Department of Homeland Security must transmit to the Department of Education and publish in the Federal Register notice of a determination that an IHE is a sanctuary campus.

Small Businesses before Bureaucrats Act This bill increases by a factor of 10 the revenue thresholds for businesses subject to the jurisdiction of the National Labor Relations Board.

Protecting Free Speech Act This bill terminates the Disinformation Governance Board of the Department of Homeland Security (DHS) and prohibits using DHS funding for the activities of any other entity that is substantially similar to the board.

This joint resolution nullifies the rule issued by the Centers for Disease Control and Prevention on February 3, 2021, that requires the use of face masks on planes, trains, buses, and other public conveyances and at transportation hubs to prevent the transmission of COVID-19.
