Empowering Electric Grid Reliability Act

Maddy summaryHR 5067, the Empowering Electric Grid Reliability Act, directs the U.S. Secretary of Energy to establish a task force within three months to study supply chains for critical electric grid components like transformers and substation equipment. The task force will identify risks - including geopolitical threats, digital vulnerabilities, and manufacturing gaps - and assess domestic capabilities to ensure reliable power delivery to homes and businesses. It must submit a report with specific policy recommendations for reshoring supply chains, building stockpiles, enhancing workforce training, and improving grid resilience. The bill does not enact immediate changes but mandates a study to inform future decisions on energy infrastructure security.

Feral Swine Eradication Act

Feral Swine Eradication Act This bill reauthorizes the feral swine eradication and control pilot program and removes the pilot program designation. This Department of Agriculture (USDA) program responds to the threat feral swine pose to agriculture, native ecosystems, and human and animal health. The bill also directs USDA to require the Animal and Plant Health Inspection Service (APHIS) and the Natural Resources Conservation Service (NRCS) to continue monitoring an area for reoccurrence of feral swine for one year after USDA determines that feral swine has been eradicated from an eligible area. The current even distribution of the program's funds between APHIS and the NRCS is amended to allocate 60% of the funds to APHIS and 40% of the funds to the NRCS. Further, the bill includes new reporting requirements, which direct APHIS and the NRCS to submit a joint report to Congress on the program. This report must be publicly available on USDA's website.

Forest Data Modernization Act of 2023

Maddy summaryThe Forest Data Modernization Act of 2023 updates the U.S. Forest Service's national forest inventory program to improve data collection on forest resources, with specific focus on forest carbon. It mandates new surveys of timber products and woodland owners, standardizes definitions for forest data reporting, and requires the Forest Service to develop a strategic plan every five years integrating remote sensing technology and carbon data (including soil carbon). The bill ensures collected data is publicly accessible while protecting the confidentiality of individual landowners' non-aggregated information. These changes aim to enhance the accuracy of forest resource tracking for management and policy decisions across public and private lands.

Eliminating the Office of Diversity and Inclusion of the House of Representatives, and for other purposes.

Maddy summaryHRES 628 would terminate the Office of Diversity and Inclusion within the U.S. House of Representatives. The bill specifically eliminates the office and amends House Rules (including Rule II and Rule X) to remove all references to it. This resolution would end the office's existence and its role in overseeing diversity and inclusion initiatives for House staff and operations. The change applies solely to the House's internal structure and does not affect other legislative functions or external policies.

Kenneth P. Thompson Begin Again Act

Maddy summaryThis bill removes an age restriction for expunging certain criminal records. It amends federal law to eliminate the requirement that a nonviolent offender must have been under 21 years old at the time of a simple possession conviction involving controlled substances. As a result, individuals convicted of these offenses who are now 21 or older can now qualify for record expungement, regardless of their age at the time of the offense. The bill directly affects nonviolent offenders with past simple possession convictions who previously could not seek expungement due to their age when convicted. This change expands eligibility for record clearance under federal expungement provisions.

Safer Supervision Act of 2023

Maddy summaryThe Safer Supervision Act of 2023 requires federal courts to make individualized assessments before imposing supervised release, considering factors like public safety and rehabilitation needs rather than applying blanket rules. It establishes a presumption for early termination of supervised release after 50% of the term (66.6% for certain offenses) if the defendant has good conduct and termination won’t jeopardize public safety. The bill also mandates a GAO study on federal post-release supervision and proposes equal pay for probation officers through law enforcement availability pay. These changes directly affect defendants on supervised release, courts, and probation officers.

TAP Promotion Act

Maddy summaryHR 3933, the TAP Promotion Act, requires standardized presentations about Veterans Affairs (VA) benefits during military transition counseling for service members separating from the armed forces. These presentations must be approved by the VA, delivered by authorized veterans service organizations (VSOs), and include information on how VSOs assist with VA claims - without encouraging membership in specific organizations. The bill mandates a one-hour limit per presentation and requires the VA to submit annual reports to Congress detailing which VSOs presented, attendance numbers, and recommendations for improvement. This policy directly affects service members preparing for civilian life and the VSOs providing these transition resources.

250th Anniversary of the United States Marine Corps Commemorative Coin Act

Maddy summaryThis bill directs the U.S. Treasury to mint commemorative coins marking the Marine Corps' 250th anniversary in 2025. It authorizes three coin types: $5 gold coins (max 50,000), $1 silver coins (max 400,000), and half-dollar coins (max 750,000), with surcharges of $35, $10, and $5 respectively. The surcharge proceeds will fund the Marine Corps Heritage Center's educational programs, with no net cost to taxpayers as the Treasury must recover all minting costs through the surcharges. The coins can only be issued during 2025, and the Treasury must ensure all costs are covered before distributing funds to the Heritage Foundation.
