Tribal HUD–VASH Act of 2023

Tribal HUD-VASH Act of 2023 This bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Indian veterans who are homeless or at risk of homelessness and living in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. The Department of Housing and Urban Development (HUD) may use up to 5% of rental assistance amounts under the HUD-VASH program, which provides housing assistance to homeless veterans, for the Tribal HUD-VASH program. The Tribal HUD-VASH program must be carried out by HUD in conjunction with the Department of Veterans Affairs. Under the program, grants must be made to entities eligible for housing assistance block grants. HUD may make renewal grants to entities that have received prior program grants.

Gas Stove Protection and Freedom Act

Maddy summaryThis bill prohibits the Consumer Product Safety Commission (CPSC) from using federal funds to ban gas stoves or impose safety rules that would either prohibit their sale/use or substantially increase their average price (defined as exceeding typical homeowner spending on cooking appliances). It directly affects the CPSC, blocking its ability to regulate gas stoves under the Consumer Product Safety Act. The key mechanism is a funding restriction preventing the CPSC from taking specific regulatory actions on gas stoves. This bill does not change existing stove safety standards but limits future CPSC actions that could impact gas stove availability or cost.

Save Our Gas Stoves Act

Maddy summaryHR 1640, the Save Our Gas Stoves Act, prevents the Department of Energy from implementing energy efficiency standards for gas stoves that would make them unavailable in the U.S. market. It amends federal law to require that any new standard for gas stoves must not result in the unavailability of gas stove types, directly affecting gas stove manufacturers and consumers who rely on these appliances. The bill specifically blocks the implementation of the 2023 proposed rule (Energy Conservation Program: Energy Conservation Standards for Consumer Conventional Cooking Products) and any similar rule. This is a policy change focused on maintaining the availability of gas stoves by altering the criteria for energy standard approval.

Telehealth Expansion Act of 2023

Maddy summaryThe Telehealth Expansion Act of 2023 modifies the Internal Revenue Code to require health insurance plans to cover telehealth services without applying deductibles. It directly affects high deductible health plans (HDHPs) and their enrollees, ensuring telehealth visits aren’t counted toward annual deductibles. The key provision creates a "safe harbor" (Section 223(c)(2)(E)) so plans won’t lose HDHP status for excluding telehealth deductibles. This change applies immediately upon enactment and affects all plans offering telehealth services. It does not create new funding or services but adjusts tax code requirements for existing coverage.

Supporting Families through Addiction Act of 2023

Maddy summaryHR 3879, the Supporting Families through Addiction Act of 2023, provides federal grants to nonprofit organizations that support families with members struggling with substance use disorder. The bill authorizes $5 million annually (2024-2028) to fund community-based family support services, including education, stigma reduction, and connecting families to treatment resources. Grants cover up to 85% of costs and require organizations to be led by experts, including families with lived experience. This directly affects families navigating addiction in their households by expanding access to evidence-based support programs and improving provider knowledge about family impacts.

American Family Act

Maddy summaryThe American Family Act establishes a monthly child tax credit of $250 per month for each child under age 6 and $300 per month for each child aged 6-18, with income limits of $150,000 for joint filers and $112,500 for other filers. The credit is refundable, meaning it can be paid even if the taxpayer owes no income tax, and will be adjusted annually for inflation. The bill includes detailed rules for determining eligibility, including requirements that the child resides with the taxpayer for more than half the month and provisions to prevent fraud through recapture of improperly received payments. The credit will be paid monthly in advance rather than as a single annual payment, with specific mechanisms for calculating and distributing the payments.

Urban Indian Health Confer Act

Maddy summaryThe Urban Indian Health Confer Act (HR 630) requires federal health agencies, including the Indian Health Service, to consult with urban Indian organizations when implementing health care programs for Native Americans. It amends the Indian Health Care Improvement Act to mandate that the Secretary of Health and Human Services must confer with these organizations to the maximum extent practicable. This directly affects urban Indian organizations - which provide health services to American Indians and Alaska Natives in cities - and federal agencies managing Indian health care. The key provision is a procedural requirement for collaboration, ensuring urban Native communities' input in health care planning without creating new funding or services.

Aviation WORKS Act

Maddy summaryHR 3772, the Aviation WORKS Act, expands federal funding for aviation workforce development by creating four new grant programs under the FAA Reauthorization Act. It allocates $20 million annually (2024-2028) for grants targeting aviation manufacturing education, workforce partnerships, and career pathways. The bill directly affects U.S. aircraft manufacturers, higher education institutions with aviation programs, and industry partnerships (including flight schools and air carriers) by funding scholarships, internships, technical training, and outreach to underrepresented communities. Key provisions require projects to support skills development for manufacturing components, career transitions (e.g., for veterans), and local workforce planning. The law aims to strengthen the domestic aviation workforce supply chain through concrete grant mechanisms, not speculative outcomes.
