Saving Organs One Flight at a Time Act

Saving Organs One Flight at a Time Act This bill requires the Transportation Security Administration (TSA) and the Federal Aviation Administration (FAA) to jointly issue regulations, as necessary, to enable air carriers to transport human organs for transplant above wing (i.e., in the cabin of an aircraft). Among other things, the regulations must include consideration of protocols for air control outages; a requirement that air carriers implement a protocol for a person to accompany organs to and from the aircraft and between connecting flights; and a standardized process for commercial air carriers to accept, handle, and manage organs in transit. The TSA and the FAA must also consult with the Organ Procurement and Transplantation Network to identify metrics for the handling of organs and organ-related tissue by air carriers.

VA Loan Informed Disclosure Act of 2023

Maddy summaryHR 4335, the VA Loan Informed Disclosure Act of 2023, requires mortgage lenders to include specific information about VA home loan programs in standard mortgage disclosures. The bill amends the National Housing Act to mandate that lenders provide details on VA loans (guaranteed under Title 38) alongside other loan options, including assumptions about prevailing interest rates. This change directly affects lenders processing VA-guaranteed mortgages, ensuring borrowers receive clearer comparisons between VA loans and other financing. The law does not require lenders to verify borrower eligibility for VA loans, only to include the specified disclosure language.

HERO Act

Maddy summaryThe HERO Act establishes a national data system to track suicides among public safety officers, including firefighters, EMTs, police, and telecommunicators, collecting detailed statistics by age, gender, occupation, and employment status (career, volunteer, or retired). It mandates annual reports to Congress and public availability of findings to identify suicide trends and effective interventions. The bill also funds peer-support wellness programs for fire/EMS departments, behavioral health programs for healthcare providers, and resources to train mental health professionals on treating public safety personnel. All data collection and program provisions include strict privacy safeguards to protect confidentiality and prohibit using suicide data to deny survivor benefits.

RTCP Revitalization Act

Maddy summaryThe RTCP Revitalization Act (HR 3657) guarantees annual federal funding for a program supporting geographically disadvantaged farmers and ranchers. It mandates specific funding levels - $10 million for 2024, increasing to $15 million annually starting in 2029 - to ensure payments to eligible farmers are not restricted when sufficient funds are available. The bill removes a previous condition requiring funds to be "available" for payments and eliminates payment limits for these farmers during years when full funding is provided. This directly affects farmers and ranchers in rural or isolated areas who qualify under the program’s criteria. The change ensures consistent, predictable support without administrative barriers to receiving payments.

Grow Your Own Food Act

Maddy summaryHR 3543, the Grow Your Own Food Act, increases funding for community food security programs by raising micro-grant limits under the Agriculture Improvement Act of 2018. It raises per-recipient grant amounts from $5,000 to $10,000 and from $10,000 to $15,000, extends funding through fiscal year 2023, and maintains a $30 million annual cap. The bill also adds a tax provision excluding these grants from recipients' gross income, meaning community gardens, urban farms, and food banks receiving the funds won’t owe taxes on them. This directly benefits local food security organizations by making grants more substantial and financially accessible.

Money Where Our Mouths Are Act

Maddy summaryHR 4287, the "Money Where Our Mouths Are Act," would withhold pay from Members of Congress during government shutdowns. Specifically, if a shutdown occurs during a pay period, the bill requires deducting one day's salary for each full day of the shutdown from that Member's compensation. This applies automatically to all House and Senate members as defined by law, with payroll offices handling the calculation. The measure takes effect for the 119th Congress and future sessions.

Equality Act

Maddy summaryThe Equality Act (HR 15) would amend federal civil rights laws to explicitly prohibit discrimination based on sexual orientation and gender identity in public accommodations, housing, employment, credit, and jury service. It amends the Civil Rights Act of 1964 to include sexual orientation and gender identity as protected characteristics under existing sex discrimination provisions. The bill would require businesses, housing providers, employers, and government entities to provide equal access and services without regard to a person's sexual orientation or gender identity. It includes specific definitions for gender identity and sexual orientation to clarify protections across all covered areas. The law would apply to all entities covered by the Civil Rights Act of 1964, including those receiving federal funding.

Right to Contraception Act

Maddy summaryHR 4121, the Right to Contraception Act, establishes a federal statutory right for individuals to access contraceptives and contraception services without government restriction or coercion, directly affecting all people seeking reproductive care and health care providers. The bill prohibits state or federal laws that limit access to contraceptives (defined broadly to include devices, drugs, and fertility methods), prevent individuals from obtaining or using them, or allow providers to refuse services based on personal beliefs. It preempts conflicting state laws, requires any restrictions to be justified by "clear and convincing evidence" of advancing access with no less restrictive alternative, and allows private lawsuits to challenge violations. The Act applies nationwide to all health care providers and individuals, protecting access regardless of factors like race, income, or location.

Cleaner Air Spaces Act of 2023

Maddy summaryThe Cleaner Air Spaces Act of 2023 creates a federal grant program to help air pollution control agencies establish clean air centers and provide free air filtration units to low-income households with vulnerable members during wildfire smoke events. It directly affects households in low-income communities that include individuals at high risk from wildfire smoke due to health conditions, disability, or age. The program requires agencies to partner with community organizations, set up accessible clean air centers in smoke-prone areas, distribute at least 1,000 free air filtration units per program (with one replacement per unit), and collect usage data through surveys. The bill authorizes $30 million over three years for these grants, with a requirement for agencies to report program outcomes to Congress within three years.

FASD Respect Act

Maddy summaryHR 3946, the FASD Respect Act, establishes a new federal program within the Department of Health and Human Services (HHS) to address fetal alcohol spectrum disorders (FASD). The bill creates FASD Centers for Excellence to build state, tribal, and national capacity for prevention, identification, and support services - directly affecting individuals with FASD, their families, and healthcare providers. Key provisions include developing standardized diagnostic guidelines, expanding screening and training for medical professionals, creating a national resource directory for FASD services, and promoting culturally informed interventions. The program requires HHS to report to Congress on progress within four years. This legislation restructures existing HHS authority to focus comprehensively on FASD across the lifespan, replacing older terminology with consistent "FASD" references.
