This bill allows expenditures from health savings accounts and flexible spending and health reimbursement arrangements for dietary supplements (i.e., products, other than tobacco, intended to supplement the diet that bear or contain either vitamins, minerals, herbs or other botanicals, or an amino acid, and are labeled as dietary supplements).

This bill designates the Provo Veterans Center of the Department of Veterans Affairs in Orem, Utah, as the Gail S. Halvorsen "Candy Bomber" Veterans Center.

This resolution condemns (1) the executive actions that canceled the Keystone pipeline and imposed a moratorium on oil and gas leases on federal lands and waters, and (2) the waiver of sanctions on officials connected with the Nord Stream 2 pipeline.

Afghanistan Withdrawal Oversight and Liability Act or the AWOL Act This bill prohibits using federal funds appropriated for FY2021 to provide support to the Taliban. The bill also requires reports and certifications related to Afghanistan. Specifically, no FY2021 funds may be used to (1) make payments or contributions of material support to the Taliban, or (2) provide relief from sanctions against the Taliban or its leaders. The bill requires the President to report to Congress on efforts to evacuate U.S. citizens and lawful permanent residents from Afghanistan. The President must also certify to Congress when all such individuals seeking evacuation from Afghanistan have been evacuated. The Department of State must periodically report to Congress on any agreements between the United States and the Taliban. Within seven days of the United States reaching an agreement with the Taliban, the State Department must provide to Congress all materials relevant to that agreement. The bill also requires the Office of the Inspector General of the State Department to report to Congress about the State Department's compliance with legal requirements in connection to agreements with the Taliban. Specifically, the office must assess compliance with a law that requires the State Department to provide certain information to Congress when the United States enters certain international agreements. The Department of Defense must report to Congress concerning U.S. equipment, property, and classified material that was destroyed, surrendered, or abandoned in Afghanistan during a period starting from February 29, 2020.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill implements a program and a policy related to service dog therapy for veterans. Specifically, the bill requires the Department of Veterans Affairs (VA) to implement a five-year pilot program to provide canine training to eligible veterans diagnosed with post-traumatic stress disorder as an element of a complementary and integrative health program. Eligible veterans are those who are enrolled in the VA health care system and have been recommended for participation by a qualified mental health care provider or clinical team. The VA must seek to enter agreements containing specified elements with accredited nongovernmental entities that have demonstrated ability to provide canine training. Veterans who participate in the program are authorized to adopt the dog they assisted in training if their health provider determines it is in the best interest of the veteran. The VA must establish processes to document and track the progress of participating veterans with respect to health benefits and improvements. The Government Accountability Office must brief Congress and submit a report on the program. The bill also authorizes the VA to provide service dogs to veterans with mental illnesses, regardless of whether they have a mobility impairment.

Resilient Federal Forests Act This bill modifies and sets forth provisions regarding forest management activities on National Forest System, public, and tribal lands. The bill provides for, among other things the Departments of Agriculture (USDA) and Interior to conduct fireshed management projects in fireshed management areas, certain categorical exclusions for various purposes, the balancing of the short- and long-term effects of forest management activities while considering injunctive relief, USDA and Interior to establish their own discretionary arbitration pilot programs as an alternative dispute resolution process for forest management activities, increasing the maximum term for a stewardship end result contract to 20 years, demonstration projects to support the development and commercialization of biochar on Indian forest lands or rangelands and in nearby communities by providing reliable supplies of feedstock from federal lands, the decommissioning of certain Forest Service Roads within designated high fire-prone areas, repealing of the Eastside Screens requirements on National Forest System lands, making the Northwest Forest Plan Survey and Manage Mitigation Measure Standards and Guidelines inapplicable to any National Forest System lands or public lands, development of a protection plan for giant sequoia trees on National Forest System lands and public lands, and permanent rights of access to the Oregon and California Railroad grant lands and the Coos Bay Wagon Road grant lands for private landowners issued reciprocal road rights-of-way.

This resolution supports proceeding with the 2020 Olympic and Paralympic Games in a safe and secure environment. The resolution commends the government of Japan and the Tokyo metropolitan government for their efforts to commit resources to provide such an environment.

Alexander Lofgren Veterans in Parks (VIP) Act This bill makes the America the Beautiful-National Parks and Federal Recreational Lands Pass available, without charge, to members of the Armed Forces, veterans, and Gold Star Families. The pass covers the entrance fee and standard amenity recreation fee for all federal recreational lands and waters.

Youth, Peace, and Security Act of 2021 This bill requires the Department of State to coordinate the development and implementation of a whole-of-government strategy to promote the inclusive and meaningful participation of youth in peace building and conflict prevention, management, and resolution, as well as post-conflict and recovery efforts. The President must appoint a coordinator who, in addition to being responsible for leading the implementation of such strategy, is authorized to provide grants, emergency assistance, and technical assistance to eligible youth-led civil society organizations and youth peace-building implementers. The bill also authorizes the President to provide development assistance to expand training, technical assistance, and grants managed and controlled by youth leaders.

Wildland Fire Mitigation and Management Commission Act of 2021 This bill directs the Departments of the Interior and Agriculture and the Federal Emergency Management Agency (FEMA) to jointly establish a commission to study and make recommendations to improve federal policies relating to wildland fire prevention, mitigation, suppression, management, and rehabilitation. The Department of Defense and other relevant federal departments and agencies must submit to the commission an inventory of surplus cargo and passenger aircraft and excess common-use aircraft parts that may be used for wildland firefighting purposes.
