Temporary Reauthorization of the Emergency Scheduling of Fentanyl Analogues Act This bill extends until May 6, 2022, the temporary scheduling order issued by the Drug Enforcement Administration to place fentanyl-related substances in schedule I of the Controlled Substances Act. The temporary order expires on May 6, 2021.

Helping Enable Access to Lifesaving Services Act or the HEALS Act This bill reauthorizes through FY2026 multiple programs that support education and training for mental and behavioral health care professionals. It also extends until FY2026 liability protections for health care professionals who volunteer their services at community health centers. Specifically, the bill reauthorizes grants for health professional schools and related programs for mental and behavioral health education and training; a demonstration program that trains health care professionals to provide mental and behavioral health services in underserved, community-based settings; and a fellowship program to provide postbaccalaureate training to improve the quality of mental health and substance use disorder services for racial and ethnic minority populations.

Fix Nondisclosure of Influence in Health Research Act This bill requires the Department of Health and Human Services to annually report on research misconduct related to foreign influence. The report must address cases of research misconduct identified by the National Institutes of Health, the investigation and enforcement of each case, and other efforts to prevent such misconduct.

Reinforcing American-Made Products Act This bill specifies that the Federal Trade Commission's regulation of the labeling of products as Made in the U.S.A. or Made in America supersedes any conflicting state laws.

Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

This resolution supports the designation of National Clean Energy Week.

Re-using Equipment for Environmental Fortification Act or the REEF Act This bill requires the Department of the Navy to notify Congress of the pending retirement of vessels that are viable candidates for artificial reefing (intentionally sinking a vessel to promote marine life). Specifically, the Navy must provide such notice not later than 90 days before the viable candidate's retirement from the Naval Vessel Register.

This resolution supports the designation of Telehealth Awareness Week.

Taliban Recognition Prevention Act This bill requires the Department of State to instruct U.S. representatives to international organizations to advocate that such organizations not recognize the Taliban-controlled government of Afghanistan.
