Fair Sugar Policy Act of 2021

Fair Sugar Policy Act of 20 21 This bill makes several modifications to the Department of Agriculture's sugar program. Among other modifications, the bill decreases the rate for price support loans, repeals the marketing allotments, revises the administration of import quotas, and repeals the Feedstock Flexibility Program.

DEBAR Act of 2021

Debarment Enforcement of Bad Actor Registrants Act of 2021 or the DEBAR Act of 2021 This bill authorizes the Drug Enforcement Administration (DEA) to bar an entity from registering to manufacture, distribute, or dispense controlled substances under certain circumstances. Specifically, the DEA may bar—temporarily or permanently—the registration of an entity that (1) meets or has met any condition for suspension or revocation of the registration, and (2) has a history of prior suspensions or revocations.

Alexander Lofgren Veterans in Parks (VIP) Act

Alexander Lofgren Veterans in Parks (VIP) Act This bill makes the America the Beautiful-National Parks and Federal Recreational Lands Pass available, without charge, to members of the Armed Forces, veterans, and Gold Star Families. The pass covers the entrance fee and standard amenity recreation fee for all federal recreational lands and waters.

Protecting Life on College Campus Act of 2021

Protecting Life on College Campus Act of 2021 This bill prohibits the award of federal funds to an institution of higher education (IHE) that hosts or is affiliated with a school-based service site that provides abortion drugs or abortions to its students or to employees of the IHE or the site. An IHE that hosts or is affiliated with a site must, in order to remain eligible for federal funds, annually certify that the site does not provide abortion drugs or abortions to students or employees.

Maternal Health Quality Improvement Act of 2021

Maternal Health Quality Improvement Act of 2021 This bill requires the Department of Health and Human Services (HHS) to undertake activities to improve maternal health, including in rural areas. Specifically, HHS must award grants for (1) developing best practices to reduce preventable maternal mortality, and (2) training health care professionals to reduce and prevent discrimination when providing maternal health services. Additionally, HHS may award grants for integrated maternal and infant health care services. The bill also provides statutory authority for grants that support perinatal quality collaboratives, which are networks of health care and public health professionals who work to improve pregnancy outcomes. Furthermore, the bill requires a study on efforts in health professional schools and training programs to reduce and prevent discrimination in the provision of maternal health services. To address care in rural areas, the bill (1) provides statutory authority for grants that support networks of rural providers to improve and coordinate maternal care, (2) makes maternal care providers eligible for certain telehealth grants, and (3) establishes a demonstration project to improve training on maternal care in rural areas through health professional schools and training programs. The bill also expands the maternal care responsibilities of specified HHS offices and programs.

Cyber Sense Act of 2021

Cyber Sense Act of 2021 This bill requires the Department of Energy to establish a voluntary Cyber Sense program to test the cybersecurity of products and technologies intended for use in the bulk-power system. The bulk-power system includes facilities and control systems necessary for operating an interconnected electric energy transmission network.

ENTRÉE Act

Entrepreneurs Need Timely Replenishment (for) Eating Establishments Act or the ENTRÉE Act This bill provides FY2021 supplemental appropriations for the Restaurant Revitalization Fund and modifies requirements related to administration of the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill correspondingly rescinds unobligated amounts previously made available for the Economic Injury Disaster Loan Program and coronavirus state and local fiscal recovery funds. Further, the bill requires the Small Business Administration (SBA) to (1) review and process grant applications in the order in which they are received; (2) impose requirements on applicants that reduce waste, fraud, and abuse; and (3) submit and report monthly on an oversight and audit plan outlining the SBA's policies, procedures, and activities with respect to these grants.

Enhancing Grid Security through Public-Private Partnerships Act

Enhancing Grid Security through Public-Private Partnerships Act This bill directs the Department of Energy (DOE) to implement a program to facilitate and encourage public-private partnerships in order to address and mitigate the physical security and cybersecurity risks of electric utilities. In carrying out the program, DOE must take into consideration different sizes of electric utilities and the regions that such utilities serve, prioritize electric utilities with fewer available resources due to size or region, and utilize and leverage existing DOE programs.
