JUDGES Act of 2025

Maddy summaryThe JUDGES Act of 2025 authorizes the creation of new federal district court judgeships across multiple jurisdictions to address rising caseloads. It specifies adding 1-2 new judges to 11 federal districts in 2025, with additional judgeships phased in through 2035 across California, Texas, Florida, New York, and other states. The bill also establishes temporary judgeships for Oklahoma's eastern district with specific vacancy rules, authorizes funding for these positions through 2035, and requires GAO reports on judicial caseload methodologies and detention space needs. This legislation directly affects federal courts in 15 states by increasing judicial staffing to address a 30% rise in filings since 1990, as noted in the bill's findings.

Expressing condolences to the families, friends, and loved ones of the victims of the crash of American Eagle Flight 5342 and PAT 25, and for other purposes.

Maddy summaryHRES 153 is a ceremonial resolution expressing condolences to the families and loved ones of the 67 victims who died in two aviation incidents: American Eagle Flight 5342 and U.S. Army flight PAT 25, which crashed near Washington, D.C.'s Reagan National Airport on January 29, 2025. It specifically honors the victims - many connected to Wichita, Kansas (known as the "Air Capital of the World") - and extends sympathies to affected communities including Wichita, Kansas, and the National Capital Region. The resolution also commends first responders who aided in the recovery efforts. As a non-binding expression of sympathy with no policy changes, it does not affect laws or regulations.

To authorize the President to award the Medal of Honor to E. Royce Williams for acts of valor during the Korean War.

Maddy summaryHR 1819 authorizes the President to award the Medal of Honor to retired Navy Lieutenant E. Royce Williams for his extraordinary aerial combat during the Korean War on November 18, 1952. The bill waives standard time limits under U.S. Code (10 U.S.C. §8298) to correct his historical recognition, as Williams was initially only credited with one enemy aircraft kill despite reportedly shooting down four or five MiG-15s in a single engagement. His actions - flying an F9F-5 Panther against seven Soviet jets in blizzard conditions, sustaining 263 holes in his aircraft, and landing safely at 170 knots - were previously overlooked due to classified intelligence. The bill formally acknowledges his valor, building on his 2023 upgrade from a Silver Star to the Navy Cross.

Roberto Clemente Commemorative Coin Act

Maddy summaryHR 1787 authorizes the U.S. Mint to produce commemorative coins honoring baseball legend Roberto Clemente, including $5 gold, $1 silver, and half-dollar coins, with specific specifications for weight, size, and metal content. The bill requires the coins to feature Clemente's image and commemorative inscriptions, and mandates a surcharge ($35 for gold, $10 for silver, $5 for half-dollar) paid to the Roberto Clemente Foundation for its educational, youth sports, and disaster relief programs. All coins must be minted in 2027, sold at face value plus surcharge and production costs, and will be legal tender. The bill focuses solely on the coin program, not broader policy changes.

Donald J. Trump $250 Bill Act

Maddy summaryThis bill, HR 1761, would require the U.S. Treasury to print $250 Federal Reserve notes featuring a portrait of Donald J. Trump within one year of enactment, primarily to commemorate the 250th anniversary of the United States. It amends the Federal Reserve Act (Section 3) to mandate this specific currency denomination and attempts to modify existing law (Section 4) to allow living presidents on currency. The bill directly affects the U.S. Treasury's currency printing authority and would override current practices, as $250 bills do not exist in circulation and the Constitution prohibits denominations above $100. This is a symbolic procedural measure with no practical implementation under current U.S. currency law.

PAST Act of 2025

Maddy summaryThe PAST Act of 2025 amends the Horse Protection Act to ban harmful practices known as "soring," which deliberately cause pain to horses to exaggerate their gait for shows. It specifically prohibits devices like action devices (e.g., boots causing friction) and weighted shoes on Tennessee Walking Horses, Racking Horses, and Spotted Saddle Horses at events. The bill increases penalties, including escalating disqualifications for repeat offenses (180 days → 1 year → 3 years) and raises fines for violations to $5,000 per offense. It also requires stricter licensing for inspectors and mandates public posting of violation records to help event organizers enforce rules.

Recognizing the 80th anniversary of the amphibious landing on the Japanese island of Iwo Jima during World War II and the raisings of the flag of the United States on Mount Suribachi.

Maddy summaryHRES 142 is a non-binding resolution recognizing the 80th anniversary of the February 1945 amphibious landing on Iwo Jima and the iconic flag-raising on Mount Suribachi during World War II. It commemorates the Battle of Iwo Jima (February 19-March 26, 1945), honors all service members who fought on both sides (including over 26,000 U.S. casualties and an estimated 20,000 Japanese soldiers), and acknowledges the battle's role in securing airfields that saved 24,000 bomber crew lives. The resolution encourages public remembrance through ceremonies and reaffirms U.S.-Japan friendship, but does not create new policies or affect any group.

Ocean Pollution Reduction Act II

Maddy summaryHR 1390, the Ocean Pollution Reduction Act II, sets new pollution limits for the City of San Diego's Point Loma Wastewater Treatment Plant. It requires the plant to maintain a deep ocean outfall (300 feet deep, 4 miles from shore) and limits annual total suspended solids discharges to 12,000 metric tons starting in 2024, decreasing to 9,942 tons by 2031. The bill mandates strict removal standards (80% monthly for suspended solids) and requires 10 years of ocean monitoring data before permits are issued, plus a target of 83 million gallons per day of reusable water by 2039. These provisions directly affect the Point Loma Plant's wastewater discharge into marine waters.
