Small Business Lending Disclosure Act of 2021 This bill applies specified commercial lending protections to small business lending and extends the Consumer Financial Protection Bureau's regulatory authority regarding consumer financial products and services to include small business financing. Among other requirements, lenders offering financial products to small businesses must disclose the terms of the financing upon extending an offer and are prohibited from charging certain additional fees on a refinanced or modified loan.

Access to Birth Control Act This bill requires pharmacies to comply with certain rules related to ensuring access to contraceptives. Specifically, pharmacies must provide without delay a customer with any contraceptive or related medication that is in stock. If the contraceptive is not in stock, the pharmacy must immediately inform the customer and either order the contraceptive or refer the customer to a pharmacy that has it in stock. Laws in some states provide pharmacists with the right to refuse to dispense contraceptive-related drugs on religious or conscience grounds. Pharmacies may refuse to provide a contraceptive to a customer (1) if the customer lacks a valid prescription for a prescription contraceptive or is unable to pay for the contraceptive, or (2) based on a pharmacy employee's professional clinical judgment. The bill also establishes a private cause of action and civil monetary penalties for violations of the bill.

This resolution (1) censures Representative Paul Gosar for posting a certain video on his social media accounts that depicts violence against Representative Alexandria Ocasio-Cortez and President Joseph R. Biden , and (2) removes him from the Committee on Natural Resources and the Committee on Oversight and Reform.

Men's Health Awareness and Improvement Act This bill establishes the Office of Men's Health within the Department of Health and Human Services (HHS) and requires other activities to improve men's health in the United States. The office must support and promote men's health programs and initiatives, including by working with relevant federal agencies (e.g., the Department of Defense and the Department of Veterans Affairs) and consulting with other HHS offices and agencies on activities related to men's health. HHS must issue associated guidance and recommendations on improving men's health outcomes that include short-term and long-term objectives for disease prevention, health promotion, and other areas of concern. The bill also requires studies and reports on men's health topics. The Office of the Assistant Secretary for Health must study men's use of health screenings and services, and the Government Accountability Office must report on the effectiveness of federal outreach related to men's health initiatives.

IDEA Full Funding Act This bill provides permanent, mandatory funding for the grant program that assists states and outlying areas in providing special education and related services to children with disabilities.

Protect Older Job Applicants Act of 2021 or the POJA Act of 2021 This bill prohibits employers from limiting, segregating, or classifying job applicants based on an applicant's age. It also requires the Equal Employment Opportunity Commission to study and report on claims received from job applicants involving age discrimination.

This bill designates the community-based outpatient clinic of the Department of Veterans Affairs to be located in Aurora, Colorado, as the Lieutenant Colonel John W. Mosley Clinic.

Student Loan Borrower Safety Net Act of 2021 This bill requires the Department of Education (ED) to carry out a program to notify borrowers that normal payment obligations on their federal student loans will resume. Not later than 60 days before payment obligations are no longer suspended (as determined by ED), ED must provide at least six notices to borrowers indicating that their payment obligations will resume. These notices must also indicate the options for (1) enrolling in income-driven repayment plans, and (2) rehabilitating or consolidating loans. ED must provide priority notification to certain borrowers, including those who missed a payment in the first three months of entering repayment on a loan. The bill allows borrowers to (1) submit an application or reapplication for an income-contingent or income-based repayment plan and self-certify their income and family size, (2) change their repayment plan without a fee, and (3) apply for an economic hardship deferment. If a borrower misses a payment or payments on a loan during the 60 days after the payment suspension ends, then the loan must be held in administrative forbearance for 90 days.

Social Security 2100: A Sacred Trust This bill makes changes to Social Security benefits, taxes, and other aspects of the program, including by raising the primary insurance amount, increasing the maximum taxable earnings that are subject to Social Security payroll taxes, and requiring Social Security account statements to be mailed unless the individual recipient opts for electronic delivery.

Public Service Freedom to Negotiate Act of 20 21 This bill provides minimum collective bargaining rights and procedures for public employees and prohibits strikes by certain public safety workers. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that is likely to result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.
