Law Enforcement - As introduced, requires a school resource officer who suspects that a student has committed a delinquent act, unruly conduct, or a criminal offense, to inform the student that the student's parent or legal guardian may be present prior to a formal interview or interrogation and, if requested by the student, withhold questioning until the student's parent or legal guardian has arrived; creates an exception to the requirement if exigent circumstances existed at the time of the interview or interrogation. - Amends TCA Title 37 and Title 49.

Animal Cruelty and Abuse - As introduced, changes, from 24 hours to 48 hours following receipt of an allegation of a criminal offense committed against livestock, the time frame within which the commissioner of agriculture, the commissioner's agent, a graduate of an accredited college of veterinary medicine specializing in livestock practice, or a graduate of an accredited college of agriculture with a specialty in livestock must make a probable cause examination of the livestock, otherwise a licensed veterinarian is permitted to make the examination. - Amends TCA Title 39, Chapter 14; Title 44 and Title 66.

Local Government, General - As enacted, prohibits as against public policy a metropolitan government ordinance, charter provision, or resolution that requires a supermajority vote of the local legislative body in order to make improvements to, renovations to, or the demolition and replacement of existing facilities owned by the metropolitan government when such facilities are to be used for substantially the same purpose as the use prior to any changes; requires that the voting requirement for such actions involving existing facilities must be the same voting requirement applicable to ordinances of the legislative body in general. - Amends TCA Title 2; Title 5; Title 6 and Title 7.
