Provides for a single, increased range of penalties for all driving offenses which result in serious bodily injury or death.
Increases penalties for a variety of motor vehicle offenses.
Allows a school district to establish a school year that is the equivalent of one hundred eighty (180) days through the use of longer school days or a combination of longer school days and shorter days in which school is in session.
Creates an eleven (11) member commission to study the impact and potential economic benefits of bail reforms on Black Rhode Islanders and the State, and would report back by February 5, 2025, and expire on April 5, 2025.
Gives statewide juvenile hearing boards the authority to refer a juvenile offender to a rehabilitative driving course, as part of a disposition of an offense before the board. The order may be enforced by the traffic tribunal.
Allows for a qualified abandonment of public town roads which grants a public easement over said road allowing it to be converted to a walking/hiking/biking trail as well as for access to parks, nature preserves and other recreational facilities.
Amends procedures and fees relative to claims of appeal in small claims actions.
Prohibits a medical training program from using a live animal while teaching medical procedures if any other accredited training program does not use animals or there is an alternate method that teaches the lesson without the use of an animal.
Provides the arbitrator in mechanics' lien actions submitted to arbitration the authority to make certain findings of fact regarding procedure compliance and amounts owed which findings would be binding in the mechanics' lien action.
Restricts increases in monthly common expenses and limit special assessments to cover unforeseen costs not included in the association’s approved annual budget for common expenses in associations where the minority of the units are deed restricted units.
