Amends the statute punishing child pornography by replacing the term "child pornography" with the term "child sexual abuse material."

Establishes a housing land bank program with the goal of creating affordable housing in the State of Rhode Island. The housing land bank would have the authority to buy, receive and hold property in furtherance of this goal.
Allows a board to modify an obligor's license to a "Provisional Employment Operator's License" allowing the obligor the ability to operate a motor vehicle during designated hours of employment.
Increase the motion picture tax credit to $10,000,000 and then to $15,000,000 for 2026 and the total available credits to $40,000,000 for 2025 and $50,000,000 for 2026 and eliminates the sunset provision. Effective 1/1/2025.
Repeals 42-56-38.1 and requires the department of corrections to provide free communication services to inmates and juveniles held in residential placement or detention centers and requires that those facilities provide in-person contact visits.

Amends the jury list and jury qualification statutes to add individuals receiving public assistance benefits.
Includes animal cruelty offenses to the domestic violence crimes committed by a family or household members against another.
Removes the requirement that individual of sixteen (16) years of age or older and found delinquent of two (2) offenses would be automatically certified and afforded a jury trial.
