This bill rescinds amounts made available to the Internal Revenue Service for enforcement and other activities under the Inflation Reduction Act of 2022. It also permanently increases the standard deduction for individual taxpayers.

Protect the UNBORN (Undo the Negligent Biden Orders Right Now) Act or the Protect the UNBORN Act This bill prohibits federal implementation of and funding for specified executive orders that address access to reproductive health care services, including services related to pregnancy or the termination of a pregnancy.

This joint resolution requires the parties to the disputes between certain railroads and labor organizations to accept the recommendations in the report of the Presidential Emergency Board Numbered 250 that was issued on August 16, 2022, with respect to any such disputes that remain unresolved by 12:01 a.m. eastern daylight time on September 16, 2022.

Cobalt Optimizes Batteries And Leading Technologies Act of 2022 or the COBALT Act of 2022 This bill provides funding through the Defense Production Act Fund to increase stocks of domestically refined cobalt in the National Defense Stockpile. (The Defense Production Act of 1950 confers on the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.)

Public Safety Officer Support Act of 2022 This act extends death and disability benefits under the Public Safety Officers' Benefits (PSOB) program to certain public safety officers and survivors of public safety officers who suffer or suffered from post-traumatic stress disorder, acute stress disorder, or trauma and stress-related disorders following an exposure to one or more traumatic events while on duty. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who die or become disabled as a direct and proximate result of a personal injury in the line of duty. The act specifies that post-traumatic stress disorder, acute stress disorder, or trauma and stress-related disorders suffered by a public safety officer following an exposure to a traumatic event while on duty constitutes a personal injury in the line of duty if exposure to the traumatic event was a substantial factor in the disorder. Further, for the purposes of death and disability benefits, the act creates a presumption that an officer's death or permanent disability was directly caused by a personal injury in the line of duty if the officer took an action intended to bring about his or her death and exposure to a traumatic event was a substantial factor in that action or that action occurred within 45 days of an exposure and was consistent with a psychiatric disorder. Finally, the act requires the Government Accountability Office to report on the details of benefits issued pursuant to this act, including recommendations to improve the PSOB program.

Stop the Censorship Act This bill limits a social media company's immunity from liability for screening and blocking offensive content on its platform. The bill applies such immunity when the company restricts content that is unlawful rather than merely objectionable. Under current law, such immunity also applies to actions taken to enable or make available the technical means to restrict access to material that is objectionable. The bill instead specifies that this immunity applies to actions taken to (1) make available the technical means to restrict access to material that is unlawful, or (2) provide users with the option to restrict access to any material.

Emergency Care Improvement Act This bill permanently allows for coverage under Medicare and Medicaid of services that are provided by freestanding emergency centers. The bill takes effect January 1, 2023, or the first day after the end of the COVID-19 public health emergency, whichever is first.

Public Service Reform Act This bill establishes all employees of the executive branch as at-will employees who may be subject to any adverse personnel action with or without cause and without the right to appeal such actions. The bill also establishes specialized removal procedures for career employees (i.e., nonpolitical employees), abolishes the Merit Systems Protection Board, and provides certain allowances for whistleblowers and appeals to the Equal Employment Opportunity Commission.

Let Experienced Pilots Fly Act This bill raises the mandatory retirement age for pilots engaged in commercial aviation operations from 65 to 67 years of age, unless the operation takes place in (1) the territorial airspace of a foreign county where such operations are prohibited by the foreign country, or (2) international airspace where such operations are not in compliance with the Annexes to the Convention on International Civil Aviation.

Scope 3 Act This bill prohibits any requirement that an issuer of securities must disclose the greenhouse gas emissions of its value chain (i.e., scope 3 emissions).
