RURAL HELP Act of 2021

Reviewing Urban and Rural Adjustments to Level Hospital Expenses and Lopsided Payments Act of 2021 or the RURAL HELP Act of 2021 This bill requires the Centers for Medicare & Medicaid Services to determine whether costs incurred by rural hospitals exceed costs incurred by urban hospitals under the Medicare inpatient prospective payment system and to adjust payments accordingly.

Fair Access to Banking Act

Fair Access to Banking Act This bill restricts certain banks, credit unions, and payment card networks from refusing to do business with a person who is in compliance with the law. Restrictions include prohibiting the use of certain lending programs, initiating the process of terminating an institution's depository insurance, and instituting specified civil penalties.

VA Fiscal Responsibility Act

VA Fiscal Responsibility Act This bill requires the Department of Veterans Affairs (VA) to automate the collection of outstanding, overdue, and incomplete payments of third-party health insurance claims, regardless of the amount owed under any single claim. The VA must seek to enter a contract using competitive procedures and select a contractor that has proven expertise in the private sector through the use of automated small-balance recovery and appeal processes.

Veterans’ True Choice Act of 2021

Veterans' True Choice Act of 2021 This bill allows covered veterans to receive coverage under TRICARE Select, a health care program of the Department of Defense (DOD). Veterans covered by this bill include those with service-connected disabilities, former prisoners of war, Purple Heart recipients, Medal of Honor recipients, those discharged from service due to disability, and those entitled to disability compensation. The Department of Veterans Affairs (VA) must reimburse DOD's costs of enrolling eligible veteran beneficiaries in the program. A covered veteran may not concurrently receive medical care from DOD and the VA.

Modern GI Bill Act

Modern GI Bill Act This bill authorizes individuals who are entitled to educational assistance under the Post-9/11 GI Bill to apply amounts of such assistance to repay federal student loans for up to 36 months. The bill sets a cap and annual cost-of-living increases for the amount of educational assistance that may be paid to an individual under this bill during FY2020 and the following years.

Dismemberment Abortion Ban Act of 2021

Dismemberment Abortion Ban Act of 2021 This bill restricts the performance of dismemberment abortions. It defines the term dismemberment abortion . Specifically, the bill prohibits a physician from knowingly performing a dismemberment abortion. It provides an exception for a dismemberment abortion that is necessary to save the life of a mother whose life is endangered by a physical disorder, illness, or condition. The bill establishes criminal penalties—a fine, a prison term of up to two years, or both—for a physician who performs a prohibited dismemberment abortion. It also authorizes civil remedies for a woman or parent of a minor who undergoes a dismemberment abortion. A woman who undergoes a dismemberment abortion may not be prosecuted or held civilly liable.

Protecting Individuals with Down Syndrome Act This bill creates new federal crimes related to the performance of an abortion on an unborn child who has Down syndrome. It subjects a violator to criminal penalties—a fine, a prison term of up to five years, or both. It also authorizes civil remedies, including damages and injunctive relief. A woman who undergoes such an abortion may not be prosecuted or held civilly liable.

No Bonuses Ahead of Bankruptcy Filing Act of 2021 This bill prohibits debtors in bankruptcy proceedings from paying bonuses to certain individuals for two years, including insiders (such as relatives) and highly compensated employees.
