Improving Access to Mental Health Act of 2021 This bill increases the Medicare reimbursement rate for clinical social worker services. The bill excludes clinical social worker services from the prospective payment system in which predetermined amounts form the basis for payment under Medicare. Additionally, the bill alters the definition of clinical social worker services as it relates to Medicare. Under current law, such services (1) include services performed for the diagnosis and treatment of mental illnesses, and (2) exclude services furnished to an inpatient of a skilled nursing facility as a condition of the facility's participation in the Medicare program. The bill repeals these provisions and instead specifies that such services include certain types of health behavior assessment and intervention.

Stephanie Tubbs Jones Uterine Fibroid Research and Education Act of 2021 This bill directs the Department of Health and Human Services (HHS) to expand research on, and take other actions to address, uterine fibroids. These are muscular tumors that grow in the wall of the uterus and may cause pain, heavy menstrual bleeding, and reproductive issues. In coordination with the National Institutes of Health and appropriate federal agencies, HHS must undertake research activities on uterine fibroids. In addition, HHS must establish a database of services furnished to individuals diagnosed with uterine fibroids under Medicaid or the Children's Health Insurance Program and must develop a report on federal and state expenditures for such services. Additionally, HHS must disseminate information on uterine fibroids to the public and to health care providers, including information on the elevated risk for minority women and available treatments.

Huntington's Disease Disability Insurance Access Act of 2021 This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with Huntington's disease. This is an inherited disorder that causes brain cells to die, including in areas of the brain that help to control voluntary movement. Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with Huntington's disease. Under current law, individuals generally must wait five months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

The bill expedites the effective date of these changes to January 1, 2022, and also allows these practitioners to administer programs in their offices, prepare and sign treatment plans, and prescribe exercise.
Federal Bird Safe Buildings Act of 2021 This bill requires the General Services Administration (GSA) to develop and implement strategies for reducing bird fatalities from collisions with public buildings. Specifically, the GSA must incorporate relevant features and strategies into public buildings that are newly constructed, acquired, or substantially altered so as to reduce bird fatalities. The GSA must also develop a related design guide and annually certify its active use. The bill's provisions do not apply to buildings and sites on the National Register of Historic Places, the White House and its grounds, the Supreme Court building and its grounds, or the U.S. Capitol and any buildings on its grounds.
Alice Cogswell and Anne Sullivan Macy Act This bill expands special education and related services for students who are deaf or hard of hearing, students with visual disabilities, and children and youth who are deaf-blind. The individualized education program for each child who is visually and/or hearing impaired must include specified components and must provide the child with instruction that meets the child's unique learning needs. In addition, a state's closure of a special school serving deaf or blind children shall count as a reduction of its financial support for special education and related services. Among other provisions, the bill authorizes support, including grants for training special education personnel, to be used in preparing individuals to become qualified teachers and early intervention specialists for children with hearing disabilities. The bill establishes within the Department of Education the Anne Sullivan Macy Center on Visual Disability and Educational Excellence to better support students with visual disabilities.
Child Care is Infrastructure Act This bill establishes grants for child care facilities and higher education loan repayment and scholarship programs for child care educators, among other provisions. The Administration for Children and Families must conduct long- and short-term assessments of child care infrastructure, including the effect of the COVID-19 (i.e., coronavirus disease 2019) pandemic on such facilities. The bill provides grants to (1) states to acquire, construct, or improve child care facilities; and (2) intermediary organizations with demonstrated experience in child care facilities financing to develop or finance child care facilities. The bill further provides for education loan repayments of up to $6,000 per year for up to five years for early childhood educators who agree to work for certain child care providers. Additionally, the bill establishes a program for institutions of higher education to award grants of up to $3,000 per academic year to individuals who are enrolled in early childhood educator programs and agree to serve in a state-licensed early learning program.
