Certainty for General Aviation Pilots Act of 2021 This bill deems that individuals who provide flight instruction or testing (including phased testing of experimental aircraft) are not operating an aircraft carrying persons or property for hire. Under current law, individuals must generally obtain a regulatory exemption or other authority to deviate from regulatory requirements to provide compensated flight training or testing.

Securing Our Border States Act This bill requires the Department of the Treasury to provide grants to states for building barriers and related infrastructure along the U.S.-Mexico border. Within 30 days of receiving a certification from a border state that it intends to use such grant funding for constructing a border barrier, Treasury must disburse funds to the state, with the amount based on the number of miles of border in that state that currently does not have a border barrier. The bill provides $22 billion of funding for this grant program and permanently rescinds $22 billion from funds made available for various assistance programs related to COVID-19.

This resolution denounces socialism and opposes the implementation of socialist policies in the United States.

Necessary to Ensure Expeditious Delivery of Water Act or the NEED Water Act This bill addresses drought in California. The bill requires the Department of Commerce and the Department of the Interior to direct the operations of the Central Valley Project and allow operations of the State Water Project ( both in California) to provide the maximum quantity of water supplies possible to (1) the Central Valley Project agricultural, municipal and industrial, and refuge service and repayment contractors; and (2) State Water Project contractors. The bill extends the authority for the funding of federally owned storage projects and state-led storage projects that Interior determines to be feasible before January 1, 2031. The bill extends various water projects in California until December 31, 2031. The bill extends federal agency cooperation with state and local agencies to resolve water resource issues concerning the conservation of endangered species in any consultation or reconsultation on the coordinated operation of the Central Valley Project and the State Valley Project until December 31, 2036.

Entrepreneurs Need Timely Replenishment (for) Eating Establishments Act or the ENTRÉE Act This bill provides FY2021 supplemental appropriations for the Restaurant Revitalization Fund and modifies requirements related to administration of the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill correspondingly rescinds unobligated amounts previously made available for the Economic Injury Disaster Loan Program and coronavirus state and local fiscal recovery funds. Further, the bill requires the Small Business Administration (SBA) to (1) review and process grant applications in the order in which they are received; (2) impose requirements on applicants that reduce waste, fraud, and abuse; and (3) submit and report monthly on an oversight and audit plan outlining the SBA's policies, procedures, and activities with respect to these grants.

Wildfire Prevention and Drought Mitigation Act of 2021 This bill categorically excludes forest management activities carried out on specified public lands from requirements to conduct environmental assessments and environmental impact statements. In order to be excluded from environmental review, the primary purposes of such activities must be to protect a municipal or tribal water source from damage caused by wildfire; improve watershed or habitat conditions; improve, maintain, or restore water yield or quality; improve, maintain, or restore snowpack; or adapt the forest landscape to an increased threat of drought. The bill limits the categorical exclusion to activities that manage up to 10,000 acres of land. However, activities that manage up to 30,000 acres of land may be categorically excluded from environmental review if the activities are located in areas that (1) are in a severe, extreme, or exceptional drought; or (2) have been in such droughts in the previous five years.

Mono Lake Kutzadikaᵃ Tribe Recognition Act This bill extends federal recognition to the Mono Lake Kutzadikaᵃ Tribe. The bill makes the tribe and its members eligible for services and benefits provided to federally recognized tribes and their members, without regard to the existence of a reservation or the location of the residence of any member. The service area of the tribe is considered to be Mono and Inyo counties, California. In addition, the bill grants the tribe hunting and fishing rights on all federal lands within its aboriginal land area. Further, the tribe must submit a membership roll to the Department of the Interior as a condition of receiving recognition, services, and benefits. The tribe must maintain the membership roll. Interior, upon the request of the tribe, must take into trust certain land in Mono County, California, for the benefit of the tribe.

This resolution expresses the sense of the House of Representatives that the Department of Homeland Security (DHS) provides essential protection for our country from foreign and domestic threats and that defunding DHS would be detrimental to our national security.

This resolution recognizes and expresses support for the efforts of democracy and human rights activists in Cuba.

Department of Energy Science for the Future Act This bill supports specified research and development activities of the Department of Energy (DOE) Office of Science. The bill establishes various programs, including a basic energy sciences research and development program; a program of research and development for the application of advanced computing practices to foundational and emerging research problems in chemistry and materials science; a web-based platform to develop and provide access to a database of computed information on known and predicted materials properties and computational tools to accelerate breakthroughs in materials discovery and design; a biological systems science and climate and environmental science research and development program; research and development activities in biomolecular characterization and imaging science; earth and environmental systems science research; a coastal zone research initiative; an initiative focused on the development of engineered ecosystems; a program to implement a strategy for achieving computing systems with capabilities beyond exascale computing systems; a program of fundamental research and development of energy efficient computing and data center technologies relevant to advanced computing applications; a Quantum User Expansion for Science and Technology program or QUEST program; a collaborative research and development program of fusion energy technologies; a research program in elementary particle physics and advanced technology research and development to improve the understanding of the fundamental properties of the universe, including constituents of matter and energy and the nature of space and time; research activities on the nature of the primary contents of the universe, including the nature of dark energy and dark matter; a research program to discover and understand various forms of nuclear matter; a program across the DOE for the production of isotopes, including the development of techniques to produce isotopes, that the DOE determines are needed for research, medical, industrial, or related purposes; a midscale instrumentation program to enable the development and acquisition of novel, state-of-the-art instruments ranging in cost from $1 million to $20 million each that would significantly accelerate scientific breakthroughs at user facilities; and a high intensity laser research initiative. The DOE Office of Science shall continue to leverage U.S. participation in the Large Hadron Collider and prioritize expanding international partnerships and investments in the Long-Baseline Neutrino Facility and Deep Underground Neutrino Experiment. DOE shall support construction of a Facility for Rare Isotope Beams to advance the understanding of rare nuclear isotopes and the evolution of the cosmos. DOE shall expand opportunities to increase the number, diversity, equity, and inclusion of highly skilled science, technology, engineering, and mathematics (STEM) professionals working in DOE mission-relevant disciplines and broaden the recruitment pool to increase diversity, including expanded partnerships with Historically Black Colleges, Tribal Colleges, Minority Serving Institutions, emerging research institutions, and scientific societies. DOE shall establish within the DOE Office of Science, a cross-cutting research initiative to leverage the federal government's innovative analytical resources and tools, user facilities, and advanced computational and networking capabilities in order to prevent, prepare for, and respond to emerging infectious diseases, including COVID-19. DOE may not carry out gain-of-function research of concern.
