Provides that laws regarding employee entitlements for recovery of unpaid wages and penalties do not apply to wages and penalties as result of time lost to employer's time-rounding policies that comply with federal rounding standards.
Requires Department of Education to transfer funds to school districts necessary to pay for school resource officers. Requires district school boards to include in budget of school district line item for school resource officers.
Declares policy of state to use zero-based budgeting in developing biennial budget plan. Requires state agencies to include information justifying proposed expenditures in agency request budgets filed with Oregon Department of Administrative Services. Applies to biennia beginning on or after July 1, 2025.
Increases maximum allowed amount of natural resource property credit against estate tax and maximum value of total adjusted gross estate eligible to claim credit. Applies to estates of decedents dying on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Appropriates $50 million to State Forestry Department to fund increased forest thinning operations in specified wildfire-prone counties. Directs department to allocate $5 million to fund forest thinning operations on public lands located in each wildfire-prone county. Requires department to confer with county governing body of each county to determine which specific forest thinning operations to fund. Declares emergency, effective on passage.
Defines "victim" for purposes of release of sex offender information by Department of State Police.
Requires ballots returned by mail to be received by date of election.
Requires vision examination as part of evaluation before initially receiving special education.
Establishes procedure for charging aggravated version of certain assault and attempted murder offenses when defendant causes permanent physical injury to victim during commission of crime. Provides that if defendant is convicted of aggravated offense, court shall sentence defendant to 300 months' imprisonment. Authorizes court to impose lesser sentence in certain circumstances.
Proposes amendment to Oregon Constitution to require vote of at least two-thirds of all members elected to each House of Legislative Assembly to pass bills during even-numbered year regular session of Legislative Assembly. Refers proposed amendment to voters for their approval or rejection at next regular general election.
