Directs State Board of Pharmacy to study feasibility of implementing, and to develop plan to implement, program to allow wholesale importation of prescription drugs into Oregon. Requires board to submit plan and report to interim committee of Legislative Assembly related to health care no later than June 30, 2020 . Takes effect on 91st day following adjournment sine die.

Appropriates moneys from General Fund to Department of Education for Title IX enforcement and compliance, sexual harassment prevention and gender discrimination prevention. Declares emergency, effective July 1, 2019.
Prohibits State Board of Education, school district or public charter school from requiring student to pass test to demonstrate proficiency in Essential Learning Skills in order to receive diploma. Directs school district or public charter school that did not award person diploma because person did not pass test to demonstrate proficiency in Essential Learning Skills to award diploma to person upon request of person. Declares emergency, effective on passage.
Expands crime of official misconduct in the first degree to include certain acts by persons responsible for approving licensing or certification application for provision of care to vulnerable persons. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both.
Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities if student meets other tuition equity requirements ] and is eligible to receive state and university scholarships or other financial aid . Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid . Directs Oregon Health Authority and specified professional regulatory boards to require licensees regulated by authority or board to complete six hours of continuing education related to suicide risk assessment, treatment and management every six years and to report completion of continuing education to authority or board. Allows authority and boards to establish minimum requirements that licensee must meet to be exempt from requirement to complete continuing education. Takes effect on 91st day following adjournment sine die.
Directs Department of Corrections to enter into written agreement with nonprofit organization to jointly establish prison-based animal program to provide inmates with opportunity to develop pet care vocational skills. Requires department to adopt rules that are necessary to carry out program. Requires department to submit report to interim committees of Legislative Assembly concerning program, including recommendations for measuring outcomes of program and recommendations for legislation, no later than September 15, 2021. Appropriates moneys from General Fund to department to establish program.
Allows dependent care income tax credit to be claimed for expenses to allow taxpayer or spouse to attend school as enrolled degree-seeking student. Limits expenses to combination of earned income taxable by Oregon and imputed income, using lesser amount attributable to either spouse on joint return. Provides for calculation based upon imputed income to allow degree-seeking enrolled student to claim credit. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2022. Takes effect on 91st day following adjournment sine die.
Requires Higher Education Coordinating Commission to design question allowing each student to identify whether student is parent or person acting as parent or legal guardian that will be placed on all forms used ] one or more forms used on annual basis to collect demographic information by public post-secondary institutions of education. Requires each public post-secondary institution of education to make data available to commission. Requires commission to establish format and time frame for collection and reporting of demographic data, to evaluate public post-secondary institution of education compliance with collecting and providing data and to report to each regular session of Legislative Assembly on status of collecting and providing data.
Encourages school districts to collaborate and enter into agreements with law enforcement and providers of social media websites and applications for purpose of responding to acts of cyberbullying. Directs Department of Education to conduct evaluation to identify methods for reducing incidences of cyberbullying. Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2020. Sunsets December 31, 2020. Declares emergency, effective on passage.
