Relating to correctional facilities.

Requires correctional facilities to provide tampons, sanitary pads, postpartum pads and panty liners to certain incarcerated persons at no cost.

Relating to nondisclosure agreements; and declaring an emergency.

Prohibits campaign moneys and public moneys from being used to make payments in connection with nondisclosure agreement relating to workplace harassment. Declares void and unenforceable any nondisclosure agreement entered into with use of prohibited moneys. Establishes civil penalty for using prohibited moneys to make payments in connection with nondisclosure agreement of up to two times amount of penalty provision for violating nondisclosure agreement that is contained within nondisclosure agreement. Prohibits public official ] holder of public office or candidate from using moneys received from third parties to make payments in connection with nondisclosure agreement relating to harassment in workplace, if alleged harassment occurred when public official ] holder of public office or candidate was acting as public official ] holder of public office or candidate. Declares emergency, effective on passage.

Relating to the immigration status of criminal defendants; and declaring an emergency.

Prohibits court from inquiring into defendant's immigration status or requiring defendant to disclose defendant's immigration status at time of plea or at any other time during criminal proceeding. Requires court to allow defendant, upon request, additional time for plea decision after informing defendant about possible adverse immigration consequences of plea. Declares emergency, effective on passage.

Relating to legal services for women who are incarcerated; and declaring an emergency.

Directs Department of Corrections, in cooperation with Oregon Criminal Justice Commission, to establish pilot program to provide legal services that assist women who are incarcerated at Coffee Creek Correctional Facility to reenter and reintegrate into local communities, to reduce womens' vulnerability to domestic violence and to obtain employment, housing services and other benefits. Sunsets December 31, 2021. Appropriates moneys from General Fund ] Increases appropriation to commission from General Fund , for biennium beginning July 1, 2019, to commission ] for purposes of carrying out provisions of Act. Declares emergency, effective on passage.

Relating to prescription drugs; and declaring an emergency.

Requires pharmacies to notify person to whom prescription drug is dispensed of availability of prescription reader. Requires pharmacies to provide prescription reader to person who is blind. Exempts pharmacies located in correctional institutions ] institutional drug outlets from requirements. Defines "prescription reader." Requires State Board of Pharmacy to adopt rules. Declares emergency, effective on passage.

Relating to workplace harassment; and prescribing an effective date.

Requires public employers to adopt policies to prevent workplace harassment. Requires public employers to establish policies and procedures for addressing reports of workplace harassment. Requires employer to follow up with victim of reported harassment to determine whether harassment has stopped or if victim has experienced retaliation. Becomes operative January 1, 2020. Makes unlawful employment practice for employer to enter into certain agreements with employee that would prevent employee from disclosing or discussing conduct that constitutes workplace harassment. Provides that employer may, in certain circumstances, enter into settlement, separation or severance agreement that includes provision that would prohibit employee from disclosing or discussing such conduct or that would prohibit employee from seeking reemployment with employer as term or condition of agreement. Allows civil and administrative remedies for violation against unlawful practice. Becomes operative October 1, 2020. Extends timeline for filing complaint with Commissioner of Bureau of Labor and Industries alleging certain unlawful employment practices. Extends statute of limitations from one year to five years to file civil action for certain violations of law. Provides that extended statute of limitations applies to certain conduct that occurs on or after effective date of Act. Requires commissioner to adopt any rules necessary to implement certain provisions no later than 90 days after effective date of Act. Takes effect on 91st day following adjournment sine die.

Relating to deferred resolution of criminal charges; and declaring an emergency.

Provides that agreement for deferred resolution of criminal cases ] conditional discharge for controlled substance offenses may not contain requirement that defendant enter plea of guilty or no contest. Applies to diversion offered by district attorney, conditional discharge for controlled substance offenses and diversion for driving while under the influence of intoxicants. ] Requires that agreement contain waiver of rights by defendant. Provides that agreement does not constitute admission of guilt and is not sufficient to warrant finding of guilty by court. Authorizes court to find defendant guilty of offense based on waiver of rights if defendant violates agreement. Declares emergency, effective on passage.

Relating to domestic violence; declaring an emergency.

Requires law enforcement agencies to adopt policies on responding to officer-involved domestic violence. Defines "officer-involved domestic violence." Requires Department of Public Safety Standards and Training to adopt rules related to officer-involved domestic violence. Establishes Task Force on Officer-Involved Domestic Violence. Directs task force to develop model policy on officer-involved domestic violence. Sunsets task force on December 31, 2020. Declares emergency, effective on passage.
