Directs certifying agencies to certify to United States Citizenship and Immigration Services, within specified time, victim helpfulness in detecting, investigating or prosecuting qualifying criminal activity. Specifies certification procedures. Directs certifying agencies to report annually to Oregon Criminal Justice Commission beginning June 1, 2020 ] 2021 . Directs staff of interim committees related to judiciary to compile reports and provide to Oregon Criminal Justice Commission within 90 days. ] Directs commission to prepare comprehensive report within 90 days and submit report to interim committees related to judiciary. Sunsets reporting requirement on January 2, 2022 ] 2023 .

Establishes procedures for persons with qualifying marijuana convictions to file motion requesting court to enter order setting aside conviction. Provides that fee, set of fingerprints or background check are not required for motion. Specifies grounds for objection and burden of proof.

Requires health benefit plans that cover radiation therapy for cancer to cover proton beam therapy on basis no less favorable than other covered benefits. Permits prior authorization or other utilization review.

Prohibits school district, community college district and certain education service district and community college district ] elections from being conducted in manner that impairs ability of members of protected class to have equal opportunity to elect candidates of their choice as result of dilution or abridgment of rights of electors who are members of protected class. Establishes processes to ensure compliance with prohibition. Requires Secretary of State to ensure that forms used to nominate candidates for elected office to board of school district, education service district or community college district ] give candidate option of providing candidate's race and ethnicity.

Modifies processes relating to reporting, investigating and appealing findings related to sexual harassment in schools. Takes effect July 1, 2020.

Directs professional licensing boards to develop pathways to licensure, certification or other authorization to practice occupation or profession for specified persons. ] study manner in which persons who are immigrants or refugees become authorized to practice occupation or profession. Directs boards to reduce barriers to authorization to practice for immigrants or refugees. Requires boards to report to Legislative Assembly not later than November 30, 2019. Declares emergency, effective on passage.

Prohibits court from inquiring into defendant's immigration status or requiring defendant to disclose defendant's immigration status at time of plea or at any other time during criminal proceeding. Requires court to allow defendant, upon request, additional time for plea decision after informing defendant about possible adverse immigration consequences of plea. Declares emergency, effective on passage.

Directs professional licensing boards, in certain circumstances, to accept individual taxpayer identification number or other federally-issued identification number in lieu of Social Security number on applications for issuance or renewal of authorization to practice occupation or profession. Takes effect on 91st day following adjournment sine die.

Authorizes Governor to enter into agreement with another state for purpose ] purposes of cross-jurisdictional coordination and enforcement of marijuana-related businesses and cross-juridictional delivery of marijuana items . Specifies that under laws of other state, production, processing, sale and testing of marijuana items must be lawful. Specifies that borders of this state must abut borders of other state. Prohibits transporting marijuana items through use of navigable airspace, through use of any mode of transportation subject solely to federal regulation and through any state or territory of United States that is not party to agreement. ] Specifies that agreement must ensure enforceable public health and safety standards, and include tracking system for marijuana items and requirements for testing, packaging and labeling in accordance with Oregon laws. Becomes operative on earlier of date on which federal law allows interstate transfer of marijuana items or United States Department of Justice allows or tolerates interstate transfer of marijuana items.

Directs Chief Medical Examiner to complete and file report of death for person within 45 days after receiving report from Search and Rescue Coordinator, in conjunction with county sheriff, that person is missing in wilderness and presumed dead. ] Establishes process for completing and filing report of death for person missing in wilderness or forested environment and believed to be deceased.
