Expands membership of Justice Reinvestment Program Grant Review Committee. Specifies requirements for grant applications. Modifies manner in which grant applications are reviewed and grant funds distributed. Modifies criteria to be taken into account when appointing members of Oregon Criminal Justice Commission. Directs commission to assess extent to which each county is reducing racial and ethnic disparities in correctional population. Directs chairperson of commission to create advisory committee for commission. Directs commission to provide report, with recommendations from advisory committee on how commission can increase equity in allocation of public safety funds, to Governor and to subcommittee of Joint Committee on Ways and Means with authority over commission's budget no later than September 15, 2020. Appropriates moneys to commission for research into increasing equity in allocating Justice Reinvestment Program funds.

Requires Department of Human Services to award grants to refugee resettlement agencies to provide specified services to refugees. Appropriates moneys from General Fund to department to award grants. Declares emergency, effective July 1, 2019.

Permits county clerk to decide whether to conduct hand count of ballots or risk-limiting audit following each primary, general or special election. Establishes requirements for risk-limiting audit. Requires that records relating to risk-limiting audit or hand count of ballots be retained for two years. Applies to primary, general and special elections held on or after September 1, 2020.

Requires public universities, community colleges and community college districts ] certain institutions of higher education to require contractors to employ apprentices and to establish and execute plan for outreach, recruitment and retention of women and minority individuals for certain work relating to improvements to real property. Provides that requirements do not apply if institution of higher education determines that compliance with requirements would cause unreasonable expense or delay or reduce pool of bidders to fewer than three.

Modifies culpable mental state for crime of unauthorized use of a vehicle when person takes, operates, exercises control over or otherwise uses vehicle, boat or aircraft without consent of owner.

Directs Oregon Health Authority to design, implement and maintain voluntary statewide program to provide nurse home visiting services to families with infants up to six months of age. Specifies desired outcomes and services. Requires authority to adopt rules specifying criteria for coverage of newborn nurse home visiting service coverage by health benefit plans. Requires health benefit plans to cover nurse home visiting services to enrollees with newborns without cost-sharing. Takes effect on 91st day following adjournment sine die.

Renames crime of intimidation as bias crime. Adds gender identity to list of characteristics of victim, perception of which constitutes defendant's motive to commit crime. Removes requirement that bias crime in the first degree be committed by two or more persons. Modifies bias crime statistics reported to Department of State Police by law enforcement agencies. Directs department to report data collected from law enforcement agencies to Oregon Criminal Justice Commission. Directs commission to include gender identity as characteristic of victim constituting aggravating factor when characteristic motivated commission of crime. Directs district attorneys to collect data concerning bias-related crimes and report to commission. Appropriates moneys to , and increases limitation on federal funds expenditures for, Department of Justice for distribution to district attorneys for purposes of collecting and reporting data ] purposes of carrying out provisions of Act . Directs Department of Justice to establish hate crimes telephone hotline. Directs law enforcement agency responding to bias incident to refer victim to qualifying local victims' services or to hate crimes hotline. Creates position of Hate Crimes Response Coordinator in department. Directs department to collect data concerning bias crimes and bias incidents and report to commission. Directs commission to analyze all bias crime and bias incident data received from Department of State Police, district attorneys and Department of Justice, and to report on analysis annually to Governor, Legislative Assembly, Attorney General, Oregon District Attorneys Association, Department of State Police and Department of Public Safety Standards and Training. Appropriates moneys to commission for purposes of carrying out data analysis ] provisions of Act . Declares emergency, effective on passage.

Declares legislative support for survivors of sexual violence. Pledges to work toward creating an Oregon that is safe for all survivors of sexual violence.

Authorizes appointment of health care advocate to make health care decisions for individual with developmental disability receiving services through individualized written service plan if individual does not have guardian or health care representative. Specifies requirements for appointment of health care advocate, restrictions on health care advocate and rights of individual for whom health care advocate has been appointed.

Modifies ] Reduces length of time of parental desertion or abandonment of child resulting in forfeiture of parent's intestate share of child's estate and ] or parent's interest in property transferred from child to parent by transfer on death deed in parental forfeiture action to one year if person who would benefit from forfeiture is child or sibling of deceased child or three years for all others . Modifies burden of proof in parental forfeiture action to preponderance of evidence if person who would benefit from forfeiture is child or sibling of deceased child . Extends deadline for commencing parental forfeiture action to no later than one year after decedent's date of death if notice to interested persons not published. Prohibits parent or stepparent who abandoned child from receiving damages for wrongful death of child. Declares emergency, effective on passage.
