Directs the Oregon Business Development Department to establish a program to provide grants to nonprofit and community-based organizations that assist businesses owned by minority individuals to become certified by the Certification Office for Business Inclusion and Diversity as minority-owned businesses so that the certified businesses can compete effectively for public contracts. Requires the department to develop criteria for awarding grants and for monitoring the performance of grant recipients.

Requires a hospital or the hospital's health system to report annually to the Oregon Health Authority certain information regarding facility fees that are charged or billed for patient visits at the hospital's or health system's hospital-based facilities. Requires a hospital or the hospital's health system that charges a facility fee for a patient visit to provide a person notice of the facility fee. Requires a billing statement that includes a facility fee to include certain information. Permits a hospital or the hospital's health system to charge, bill or collect a facility fee only for services provided on campus or at a facility that includes an emergency department. Prohibits a hospital or the hospital's health system from charging, billing or collecting a facility fee for certain services. Punishes an action to collect or an attempt to collect a facility fee that is not permitted under the Act as an unlawful collection practice. Permits the Oregon Health Authority to impose a civil penalty for certain violations of the Act.

Requires producers of inhalant delivery systems to join an inhalant delivery system producer responsibility organization and implement an inhalant delivery system producer responsibility program for the collection and disposal of inhalant delivery systems. Establishes a refund value for inhalant delivery systems sold in this state. Directs the Department of Environmental Quality to administer and enforce the requirements of the Act. Establishes the Inhalant Delivery System Producer Responsibility Fund. Takes effect on the 91st day following adjournment sine die.

] Requires the [ Secretary of State ] Legislative Policy and Research Director to submit to the Legislative Assembly, by [ November ] December 1 of each odd-numbered year, a list of each prospective statewide initiative petition that has been filed for the next general election. Requires the submission to include the text, ballot title and total number of signatures gathered for each prospective petition. [ Requires the secretary to provide updates during the first week of December, January and February. ] Permits legislative leadership to request impartial analyses and summaries [ by nonpartisan legislative staff ] for each prospective petition provided by the [ secretary ] director . [ Requires nonpartisan legislative staff to provide legislative leadership with impartial analyses of the policy, fiscal and revenue impacts and legality for each prospective petition as requested by legislative leadership. ] [ Requires legislative leadership to use the analyses from nonpartisan staff to determine whether the state would benefit from holding public hearings on one or more prospective petitions during the even-year session. ].

Directs the Oregon Department of Emergency Management to establish a program to issue grants to certain nonprofit organizations for security enhancements. Declares an emergency, effective on passage.

] Establishes the Nonprofit [ Organization ] Advisory Council [ within the Oregon Department of Administrative Services ]. Specifies the membership of the council and requires the council to [ review the state's ] consult with the Oregon Department of Administrative Services and with employees of state agencies that make grants to or enter into public contracts with nonprofit organizations concerning granting and procurement processes as applied to nonprofit organizations . Provides that the council shall also identify and recommend updates to statutes and administrative rule to improve grant making and contracting processes with nonprofit organizations, evaluate and recommend whether to create a centralized database to manage grant making and report to the Legislative Assembly. [ Establishes the Nonprofit Organization Partnership Fund to fund the council. ] Specifies requirements for grant agreements and public contracts into which state agencies enter with nonprofit organizations. [ Requires the Oregon Department of Administrative Services to create a centralized database for use in managing the state's grants to nonprofit organizations. ] [ Takes effect on the 91st day following adjournment sine die. ].

] Prohibits distributing, selling, attempting to sell or offering to sell flavored inhalant delivery system products or flavored tobacco products in this state , except from premises established as a store by the Oregon Liquor and Cannabis Commission and licensed by the Department of Revenue or authorized by a local government . Defines "flavored inhalant delivery system product" and "flavored tobacco product." Prohibits distributing, offering or providing, without compensation, any tobacco product or inhalant delivery system. Requires any sale of cigarettes, inhalant delivery systems or smokeless tobacco products to occur at licensed premises. Authorizes local governments to adopt regulations that are stricter than state law on the sale of inhalant delivery system products or tobacco products. Declares an emergency, effective on passage.

Bars a cause of action for access that occurs between January 1, 2026, and December 31, 2027, if the covered platform elects to pay a certain sum amount. Allows a covered platform or group of digital journalism providers to initiate an arbitration process to determine a percentage of the covered platform's advertising revenue to be remitted to the digital journalism providers. Requires online platforms to report annually certain information about compensation paid to digital journalism providers. Establishes the Oregon Civic Information Consortium. Directs the consortium to award grants for applicants that seek to improve civic information.
