Appropriates moneys from General Fund to Department of Environmental Quality for deposit in Residential Solid Fuel Heating Air Quality Improvement Fund to fund community efforts to promote economic development and improve public health by reducing emissions from solid fuel burning devices that burn wood. Declares emergency, effective July 1, 2019.

Provides funding to peer-run organizations in Portland metropolitan area, southern Oregon region and eastern and central Oregon region to operate peer respite centers to provide peer respite services to individuals with mental illness who experience acute distress, anxiety or emotional pain. Requires Oregon Health Authority to adopt criteria for peer respite centers that receive funding and to monitor compliance. Declares emergency, effective on passage.

Directs Department of Veterans' Affairs to develop and implement one or more pilot programs statewide to provide training, job placement services, financial assistance, technical support and business creation assistance to veterans in construction and construction materials industries. Requires report to Legislative Assembly regarding status of pilot programs by September 15, 2020. Sunsets pilot programs on December 31, 2021. Declares emergency, effective July 1, 2019.

Requires Oregon Health Authority to partner with nonprofit organization with expertise in school nursing services to study and develop recommendations on health care and health services provided in kindergarten through grade 12 public schools. Requires authority to make interim report to Legislative Assembly on or before January 15, 2020, and final report on or before September 1, 2020. Appropriates moneys to authority for purpose of funding grants to nonprofit for assisting authority in studying and developing recommendations. Declares emergency, effective on passage.

Provides that fixed percentage of certain forecasted video lottery revenues , adjusted for certain allocations to Regional Solutions Program, ] be transferred to counties for economic development. Provides that disbursals to counties from video lottery revenues be adjusted to compensate for differentials between previous ] biennium's forecasted revenues and actual revenues. Takes effect on 91st day following adjournment sine die.

Requires health insurance that covers alcohol and drug treatment to cover treatment when provided to students by school districts or charter schools directly or indirectly by contracting with licensed providers. Applies requirement to health care service contractors and multiple employer welfare arrangements.

Extends sunset for tax credit for crop donation. Increases percentage of wholesale price allowed as amount of credit. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.

Requires local public health authorities and coordinated care organizations to provide funding to support school-based programs providing dental disease prevention services.

Reduces amount of lien against personal injury judgment, settlement or compromise secured by recipient of assistance by procurement costs of recipient in securing personal injury judgment, settlement or compromise.

Proposes amendment to Oregon Constitution to allow juries to impose verdicts in criminal cases only by unanimous agreement. Refers proposed amendment to people for their approval or rejection at next regular general election.
