Relating to the homestead property tax deferral program; prescribing an effective date.

For purposes of eligibility of property for homestead property tax deferral program, creates floor of $250,000 for maximum allowable real market value of homestead. Directs Department of Revenue to adjust maximum allowable real market value floor annually according to change in Consumer Price Index. Allows claim for deferral to be filed late, with payment of fee. Modifies procedure for allowing claims for deferral in excess of maximum allowable for property tax year. Extends sunset for deferral program. Takes effect on 91st day following adjournment sine die.

Relating to amount paid to attend institutions of higher education by persons formerly in adoptive care; declaring an emergency.

Permits former ] adopted former foster children to have amount of tuition and all fees waived if attending defined institutions of higher education for purposes of pursuing initial undergraduate degree. Defines " former ] adopted former foster child." Permits former ] adopted former foster children previously ineligible for waiver of tuition due to being adopted to be eligible for waiver if adoption occurred on or after January 1, 2012. Declares emergency, effective on passage.

Relating to prescription drugs; declaring an emergency.

Requires ] Permits Oregon Health Authority to enter ] take steps necessary to ensure that authority pays lowest cost for prescription drugs purchased for recipients of medical assistance, including by entering into agreement with third party to be purchasing agent to assist authority in purchasing prescription drugs for medical assistance recipients ]. Establishes Oregon Medicaid Purchasing Cooperative to advise authority, purchasing agent and, with respect to purchasing drugs, Practitioner-Managed Prescription Drug Plan. Requires authority to develop and issue request for proposals for purchasing agent and to be advised by cooperative in selecting purchasing agent. Declares emergency, effective on passage.

Relating to transition services.

Directs Department of Human Services to conduct annual in-person case planning with ward 14 years of age or older during which department informs ward that ward is eligible for transition services and provides ward with assistance in applying for ] accessing transition services, if applicable. Directs department to submit annual report on data relating to transition services for wards. Directs department to submit initial report no later than September 15, 2020. ] Appropriates moneys from General Fund to department for provision of transition services to wards.

Relating to proceedings for appointment of a fiduciary brought by a public guardian and conservator.

Requires that court hold hearing on petition to appoint fiduciary filed by Oregon Public Guardian and Conservator or county public guardian and conservator. Requires court to appoint legal counsel for respondent in proceeding. Requires payment for appointed counsel from guardianship or conservatorship estate of respondent or at state expense.
