Requires Oregon Health Policy Board to produce and provide to interim committees of Legislative Assembly related to health by December 31, 2024, comprehensive report regarding success in achieving aims of Oregon Integrated and Coordinated Health Care Delivery System. Modifies membership of board and specifies duties of chairperson of board. Requires appointment of executive director. Increases oversight and supervision responsibilities of board over Oregon Health Authority. Requires board to submit agency request budget for board. Puts Health Evidence Review Commission under auspices of board.

Directs Department of State Lands to establish wetlands mitigation grant program. Establishes Wetlands Mitigation Grant Fund.

Requires that sex offender risk assessment methodology take into consideration specified information. Provides that victim may request reclassification of sex offender into risk level within three years of initial classification, or within five years when certain circumstances exist. Directs Department of State Police to include on sex offender website full address for level three sex offenders and photo, city and zip code for level one and level two sex offenders. Appropriates moneys to State Board of Parole and Post-Prison Supervision for conducting sex offender risk reassessments at victim request. .

Allows personal income taxpayer to subtract from taxable income amounts paid as interest on qualified education loans, if income does not exceed threshold amount. Limits amount of subtraction. Reduces amount of subtraction by amount of interest deducted on federal return. Applies to interest paid in tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Requires Oregon Health Authority to develop, implement and administer program to support consumer engagement efforts aimed at increasing and optimizing consumer involvement in planning and decision-making surrounding the access to, and the delivery of, behavioral health services in this state. Directs authority to enter into contracts with peer-run organizations ] consumer supporter technical assistance center to provide technical and financial assistance to such organizations ] in carrying out activities that accomplish purpose of program. Requires peer-run organizations ] consumer supporter technical assistance center that contract ] contracts with authority to submit annual progress reports ] report to authority. Modifies definition of "consumer" for purposes of Consumer Advisory Council. Makes conforming changes. ] Declares emergency, effective on passage.

Proposes amendment to Oregon Constitution directing Legislative Assembly to enact property tax relief program for owner-occupied primary residences of certain seniors. Refers proposed amendment to people for their approval or rejection at next regular general election.

Establishes tax rate for taxable income from partnerships, S corporations and sole proprietorships. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Establishes standards for establishment of farm cafes on lands in Lane County zoned for exclusive farm use. Requires Oregon Health Authority to review land use compatibility statement before licensing farm cafe. Authorizes authority to revoke, deny or suspend license upon certain violations of land use conditions.

Establishes subtraction from personal taxable income for eligible rental payments made by eligible renters. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Requires state medical assistance program and health insurance policies and certificates to cover computerized tomography coronary calcium score scans , subject to conditions .
