Proposes amendment to Oregon Constitution to vest power of impeachment of statewide elected Executive Branch officials in House of Representatives and power to try impeachments in Senate. Requires three-fifths ] two-thirds majority vote of House of Representatives to deliver impeachment resolution to Senate and two-thirds majority vote of Senate for conviction. Limits judgment to removal from office and disqualification from holding other public office in this state. Refers proposed amendment to people for approval or rejection at next regular general election held throughout this state.

Permits contracting agency to grant preference to procuring for public use goods that are fabricated or processed, or services that are performed, entirely within this state if goods or services cost not more than five percent more than goods not processed or fabricated, or services not performed, entirely within this state if contracting agency can reasonably and credibly determine that procuring at higher price offsets environmental costs of transporting goods or service providers from outside this state. Specifies exceptions. Takes effect on 91st day following adjournment sine die.
Provides that person is automatically qualified to obtain permit to purchase firearm if person holds valid concealed handgun license.
Allows farm direct marketer sales and consignment sales of maple syrup.
Provides that evidence of defendant's commission of other sexual offenses is admissible if relevant in criminal action in which defendant is accused of sexual offense. Provides for ] Authorizes county to allow homestead rebuilt by same owner on same lot to replace homestead destroyed by September 2020 wildfires to temporarily ] have frozen ] specially assessed value equal to destroyed homestead's assessed ] real market value for 2020-2021 property tax year, to extent of square footage of destroyed homestead. Provides that specially assessed value continues until earliest of date on which rebuilt homestead is no longer principal dwelling of owner, is rented to another person for any duration or is transferred to new ownership. Prescribes information related to courses of study offered by school district that district school board must ensure is provided on school district's website. Declares emergency, effective September 1, 2023.
Establishes Health Insurance Mandate Review Advisory Committee to review each ] , at request of chair or vice chair of committee of Legislative Assembly related to health, proposed legislative measure, legislative concept or amendment that requires health insurer or health care service contractor to reimburse cost of specified procedure or provider , if measure, concept or amendment is posted to legislative committee's agenda, ] and to produce report on equity and financial effects of each required coverage that is proposed and efficacy of ] analyzing specified anticipated effects of coverage or lack of coverage of treatment or service proposed. Specifies membership and duties of advisory committee. Modifies criteria for ] factors considered in review of measures that require coverage of specific procedure or provider. Takes effect on 91st day following adjournment sine die.
Establishes refundable personal income tax credit of $1,000 per qualifying child. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
