Relating to greenwashing; declaring an emergency.

Prohibits a person from publishing or causing to be published an environmental marketing claim, net zero claim or reputational advertising that is materially false, misleading, deceptive or fraudulent. Specifies what constitutes a materially false, misleading, deceptive or fraudulent environmental marketing claim or net zero claim or reputational advertising. Punishes a violation of the Act as an unlawful trade practice under the Unlawful Trade Practices Act and subjects the violator to statutory damages of $200 if a plaintiff can prove exposure to the claim or advertising and that the plaintiff purchased a product or service from the person based on the claim or advertising. Declares an emergency, effective on passage.

Relating to fees charged for use of a payment card.

Prohibits a merchant from charging or collecting a fee for a person's use of a credit card or debit card in payment for goods or services if the merchant does not accept payment for the goods or services in cash.

Relating to penalties for violation of requirement to accept cash as payment in places of public accommodation.

Requires the Bureau of Labor and Industries to study matters relating to penalties for violating requirements to accept cash as currency in places of public accommodation. Directs the bureau to submit findings to the interim committees of the Legislative Assembly related to business and labor not later than September 15, 2026. Sunsets on January 2, 2027.

Relating to crime; declaring an emergency.

] [ Creates the crime of threatening a public official. Punishes by a maximum of 364 days' imprisonment, $6,250 fine, or both, for the first offense, and a maximum of five years' imprisonment, $125,000 fine, or both, for subsequent offenses. ] Prohibits the possession of a firearm by a person convicted of menacing a public official. Punishes the unlawful possession by a maximum of 364 days' imprisonment, $6,250 fine, or both. Specifies procedures for the court to follow concerning the prohibition and a process for the person to surrender firearms. Declares an emergency, effective on passage.

Relating to redistricting.

Directs the Department of Corrections to determine the last-known address of adults in custody, if the address is readily known or available to an adult in custody, and submit information to the Portland State University Population Research Center. Directs the center to adjust the population data reported in the federal decennial census to reflect the residence status of adults in custody before incarceration. Requires the Legislative Assembly or Secretary of State, whichever is applicable, to reapportion the state into legislative districts based on the adjusted population data. Requires use of the adjusted population data to apportion county or municipal boundaries.

Relating to motor vehicles; providing for revenue raising that requires approval by a three-fifths majority.

Imposes a surcharge on certain vehicle registration fees and recreational vehicle trip permits. Transfers proceeds of the surcharge to the Abandoned Recreational Vehicle Account. Authorizes the Department of Transportation to provide reimbursements for the costs of towing and disposing of abandoned recreational vehicles. Sunsets new surcharges after 10 years.

Relating to violence in health care settings; prescribing an effective date.

Creates workplace violence prevention requirements for certain health care entities. Requires subject entities to compile data concerning incidents of workplace violence and submit reports to the Department of Consumer and Business Services. Requires certain health care employers and home care settings to take certain actions to protect workers against risks of violence and other safety-related risks. Requires the Oregon Health Authority to develop and administer a grant program to provide financial assistance to eligible entities for workplace violence prevention efforts. Establishes a timeline within which the authority must begin distributing funds to approved grant applicants. Takes effect on the 91st day following adjournment sine die.

Relating to taxable income exemption for military taxpayers; prescribing an effective date.

] Exempts from state income tax up to $17,500 in federal retirement pay or pension received for service in the Armed Forces of the United States for a taxpayer who is receiving federal retirement pay or pension for service in the Armed Forces of the United States and who has [ not ] attained 63 years of age before the close of the taxable year [ for which a return is filed ]. Applies to tax years beginning on or after January 1, 2025. Takes effect on the 91st day following adjournment sine die.
