Relating to voting rights for electors in protected classes; and prescribing an effective date.

Prohibits school district, community college district and certain education service district and community college district ] elections from being conducted in manner that impairs ability of members of protected class to have equal opportunity to elect candidates of their choice as result of dilution or abridgment of rights of electors who are members of protected class. Establishes processes to ensure compliance with prohibition. Requires Secretary of State to ensure that forms used to nominate candidates for elected office to board of school district, education service district or community college district ] give candidate option of providing candidate's race and ethnicity.

Relating to legal services for women who are incarcerated; and declaring an emergency.

Directs Department of Corrections, in cooperation with Oregon Criminal Justice Commission, to establish pilot program to provide legal services that assist women who are incarcerated at Coffee Creek Correctional Facility to reenter and reintegrate into local communities, to reduce womens' vulnerability to domestic violence and to obtain employment, housing services and other benefits. Sunsets December 31, 2021. Appropriates moneys from General Fund ] Increases appropriation to commission from General Fund , for biennium beginning July 1, 2019, to commission ] for purposes of carrying out provisions of Act. Declares emergency, effective on passage.

Relating to transportation.

Authorizes governing bodies of cities and counties to jointly form district for purposes of acquisition, design, construction, reconstruction, installation, operation, maintenance and repair of limited-access public highway projects within district boundaries. Specifies powers of district. Provides civil penalty and collection mechanism for failure to pay toll established by limited-access public highway project district on tollway project. Requires county that receives application for limited-access public highway project submitted by limited-access public highway project district to review and approve application subject only to standards for construction of highways as prescribed by Department of Transportation. Prohibits county from denying application based on finding that project is inconsistent with local intergovernmental agreement or law limiting use or development of land designated rural reserve.

Relating to the administration of assessments to public school students.

Prohibits State Board of Education from requiring, and school districts from administering, certain assessments to students enrolled or preparing to enroll in prekindergarten through grade two. Makes exception for assessments administered for diagnostic purposes as required under state or federal law.

Directs Governor, with recommendations from Oregon Health and Science University Board of Directors, to appoint Rare Disease Ombudsman. Allows Rare Disease Ombudsman to solicit and accept gifts, grants and donations. Establishes Rare Disease Ombudsman Fund. Continuously appropriates moneys in fund to office of Rare Disease Ombudsman for certain purposes. Declares emergency, effective on passage.
