Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
Modifies statutory requirements for members of Legislative Assembly to ensure that members comply with Senate or House rules governing conflicts of interest. Declares emergency, effective on passage.
For purposes of eligibility of property for homestead property tax deferral program, creates minimum cap of $250,000 for maximum allowable real market value of homestead. Directs Department of Revenue to adjust minimum cap for maximum allowable real market value annually according to change in Consumer Price Index. Allows claim for deferral to be filed late, with payment of fee. Modifies procedure for allowing claims for deferral in excess of maximum allowable number of claims for property tax year. Extends sunset for deferral program. Takes effect on 91st day following adjournment sine die.
Requires committees and subcommittees of Senate and House of Representatives, and joint committees and subcommittees of Legislative Assembly, to accept remote testimony given by telephonic or electronic means. Requires Legislative Policy and Research Director to post on legislative website procedures witnesses may follow to testify remotely. Requires director to post procedures within seven calendar days of adoption of resolution.
Grants higher property tax exemption for property of veterans with service-connected disabilities. Grants exemption for veteran's surviving spouse who remains unmarried. Takes effect on 91st day following adjournment sine die.
Provides that emergency statutes do not authorize Governor to take actions that prevent individuals from remaining gainfully employed or operating businesses.
Prohibits member of Legislative Assembly from service on Joint Committee on Ways and Means, subcommittee of Joint Committee on Ways and Means or Emergency Board if member, relative of member or business with which member or relative is associated enters into contracts with State of Oregon for provision of goods or services to state, including capital construction.
