Establishes Task Force on Vehicle Charging Stations. Directs task force to investigate installing vehicle charging stations across Oregon on public property and make recommendations for any changes necessary in state statutes that can promote installation and use of vehicle charging stations. Sunsets December 31, 2022. Takes effect on 91st day following adjournment sine die.

Proposes amendment to Oregon Constitution to prohibit Legislative Assembly from enacting tax increases resulting in increase in General Fund ending balance in excess of one percent over preceding biennium ending balance. Refers proposed amendment to people for their approval or rejection at special election held on same date as next primary election.

Maintains unemployment insurance tax rate in effect for each employer for calendar year 2020 until first calendar year that begins after later of December 31, 2022, or date on which state of emergency declared by Governor on March 8, 2020, for COVID-19 pandemic, and any extension of state of emergency, is no longer in effect. Takes effect on 91st day following adjournment sine die.

Prohibits person from simultaneously serving as holder of state office and as officer of state central committee of political party. Establishes fine of up to $250 per day for violation. Declares emergency, effective on passage.

Prohibits Department of Transportation from designating speed on Interstate 5 and Interstate 205 in Portland that is less than 60 miles per hour for most vehicles.

Establishes procedure for charging aggravated version of certain assault and attempted murder offenses when defendant causes permanent physical injury to victim during commission of crime. Provides that if defendant is convicted of aggravated offense, court shall sentence defendant to 300 months' imprisonment. Authorizes court to impose lesser sentence in certain circumstances.

Requires each public school to provide full-time, in-person classroom instruction during 2021-2022 school year. Declares emergency, effective July 1, 2021.

Creates income tax credit for lost rental income of landlord, forgone due to prohibition on evictions and rent nonpayment actions during COVID-19 emergency period. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2021. Takes effect on 91st day following adjournment sine die.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Prohibits abortion unless health care provider has first determined probable gestational age of unborn child, except in case of medical emergency. Defines "abortion" and "health care provider." Prohibits abortion of unborn child with probable gestational age of 20 or more weeks, except in case of medical emergency. Allows specified persons to bring action against health care provider for violations. Requires health care provider who performs or induces, or attempts to perform or induce, abortion to file report with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion. Allows specified persons to bring cause of action for actual and punitive damages and injunctive relief against health care provider for violation. Takes effect on 91st day following adjournment sine die.
