Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to City of Mosier for construction of joint-use fire hall and community center. Declares emergency, effective July 1, 2019.
Allows dealers required to accept and pay refund value of empty beverage containers to provide accounting mechanism by which persons may redeem refund value of beverage containers at later date.
Requires that emergency communications system provide system for placing outbound telephone calls to subscribers in 9-1-1 service area to warn of existing or impending emergency. Becomes operative July 1, 2020. Declares emergency, effective on passage.
Allows Department of Transportation to establish lower designated speed on state highway outside of city limits in low-population counties in eastern Oregon without engineering and traffic investigation under certain circumstances.
Directs Department of Human Services to promulgate rules regarding certain employment and hiring practices.
Extends sunset for tax credit for crop donation. Increases percentage of wholesale price allowed as amount of credit. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.
Allows transfers of certain authorizations for dwelling within farm or forest zone as property interest in land. Provides that authorization does not expire. Applies to existing authorizations.
Requires Oregon Liquor Control Commission to submit report to Legislative Assembly, no later than September 15 of each even-numbered year, relating to ratio of redemption centers to population.
Directs State Department of Fish and Wildlife to adopt by rule and administer program for authorizing voluntary projects for stream restoration and habitat improvement through construction of environmental restoration weirs. Exempts voluntary projects authorized under program from removal-fill permit and fish passage requirements. Authorizes department to require fish passage as part of authorized voluntary project in certain circumstances. Provides that certain riparian work as part of authorized voluntary project is not subject to riparian management requirements under Oregon Forest Practices Act. Requires department to adopt rules establishing program in time for rules to become operative no later than one year after effective date of this Act. Requires department to submit, no later than September 15, 2028, report to Legislative Assembly on environmental and economic impacts of program. Declares emergency, effective on passage.
Declares policy of state to encourage sustainable growth by funding reduction of certain taxes with imposition of tax on amount of carbon dioxide equivalent emissions from combustion of certain carbon-based fuels. Imposes tax on each fuel supplier and utility based on amount of carbon dioxide equivalent emissions from combustion of carbon-based fuel that is sold by fuel supplier to consumers in state or that is used to produce carbon-generated electricity supplied by utility to consumers in state. Limits tax on certain oil and natural gas to six percent of market value of oil or natural gas. Distributes moneys collected from tax to General Fund, unless other distribution required under Oregon Constitution. Modifies personal income tax rates for certain taxpayers by modifying income tax brackets. First applies beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.
